Because both fishing communities and fishery departments tend to be part of the problem, we emphasize training as opposed to extension. Though private voluntary organizations can work directly with fishing communities, FAO sponsored training would presumably start with government officials and then reach down to fishing folk through fishery training centers, fishery community centers, cooperatives, local participatory action organizations, etc.
