The Advisory Committee on Fisheries Research (ACFR) Working Party on Human Capacity Development in Fisheries held its first session in FAO Headquarters, Rome, from 19 to 22 April 2004. This FAO Fisheries Circular is the edited version of the discussion document presented at the session and incorporates the suggestions made by the Working Party.
