Background

Illegal, unreported and unregulated (IUU) fishing undermines national, regional, and international efforts to sustainably manage fisheries. It is, in fact, one of the greatest obstacles in achieving Sustainable Development Goal 14: Conserve and sustainably use the oceans, seas and marine resources for sustainable development. 

The 2009 FAO Agreement on Port State Measures (PSMA) entered into force on 5 June 2016 and requires Parties to prevent fishing vessels from landing ill begotten fishery products in port.  Today there are 48 Parties to the Agreement, including the European Union.  When effectively implemented the PSMA will keep fishery products derived from IUU fishing out of national and international markets, thus reducing the incentive to engage in IUU fishing.

Panelists will update participants on the outcomes of the first Meeting of the Parties to the PSMA, and the first meeting of the Ad Hoc Working Group established under Article 21 of the PSMA, occurring in Oslo, Norway from 29-31 May 2017 and from 1-2 June 2017, respectively. 

Panelists will discuss progress, challenges, and next steps in the implementation of PSMA, as well as cooperative efforts to establish appropriate funding mechanisms to assist developing States in the implementation of the Agreement.

This event will stimulate discourse leading toward identifying opportunities to collaborate in the fight against IUU fishing and implementation of the Port State Measures Agreement (PSMA).
