Corporate or community-led? Africa’s agricultural future at a crossroads

In late August, officials gathered in Zambia to discuss Africa’s agricultural policy for the next decade. While the event was promoted as an inclusive dialogue representing diverse African voices, it was dominated by external influences, particularly from Western-backed organizations like USAID and the Gates Foundation-funded AGRA. The African Union’s Department of Agriculture, which led the talks, is severely underfunded, resulting in significant reliance on these external entities.

The discussions, part of the post-Malabo process, aim to shape the Kampala Declaration, set for adoption in 2025. However, concerns have been raised about the transparency and inclusivity of the process, as African farmers and civil society groups have largely been sidelined. AGRA’s focus on synthetic fertilizers and a corporate-driven agenda has also sparked criticism, questioning the legitimacy of the outcomes and whether they truly represent African agricultural interests.
