2003 年，粮农组织与联合国贸易和发展会议（贸发会议）和国际有机农业运 动联盟（有机农联）共同组建了有机农业协调和等同性国际工作组（国际工作组）。 该项举措得到一些捐助组织的支持2。 国际工作组的成员包括在不同机构工作的个人，如政府机构、政府间机构、 民间社会组织以及其他涉及有机农业的法规、标准化、鉴定、认证和贸易等方面的 私营组织3。 国际工作组为 2003 年至 2008 年一直携手工作的公私利益相关方开展对话提 供了一个开放性的平台。国际工作组的宗旨是应对有机产业中因多种不同标准、技 术规定和认证要求而导致的贸易壁垒并寻找解决方案，同时帮助发展中国家获得更 多开展有机产品贸易的机会。国际工作组的重点是在政府与私营有机保障体系内部 和之间确保协调、等同性和其他形式的合作。
