A record of negotiations of the Cartagena Protocol
In December 2003, the Secretariat of the Convention on Biological Diversity (CBD) announced the publication of "The Cartagena Protocol on Biosafety: A record of the negotiations", which seeks to record the evolution of the Cartagena Protocol on Biosafety to the Convention on Biological Diversity from the initial provision in Article 19(3) of the Convention itself through to the final adoption of the text of the Protocol in January 2000. The 140-page paper was developed by the Foundation for International Environmental Law and Development (FIELD) at the request of the Executive Secretary of the CBD Secretariat. See
