Key messages on food security and food safety for residents, policy makers and local authorities of Cambodiaduring the COVID-19 pandemic from the Food and Agriculture Organization of the United Nations (FAO)

សារសំខាន់ៗអំពីសន្តិសុខស្បៀងនិងសុវត្ថិភាពចំណីអាហារសម្រាប់ប្រជាពលរដ្ឋអ្នករៀបចំ គោលនយោបាយនិងអាជ្ញាធរមូលដ្ឋាននៃប្រទេសកម្ពុជាក្នុងកំឡុងពេលមានការរាតត្បាតនៃជំងឺកូវិត-១៩

សារសម្រាប់ប្រជាពលរដ្ឋ

• There is no need to hoard or excessively stockpile foods at home. COVID-19 has not directly affected food production.
• មិន ចំាបាច់ប្រមូលទិញម្ហូបអាហាររក្សាទុកនៅផ្ទះច្រើនពេកនោះទេ។ ជំងឺកូវីត-១៩ នេះ មិនមានផលប៉ះពាល់ដោយផ្ទាល់ដល់ផលិតផលស្បៀង  នោះទេ។

• Shop sensibly – buying too many fresh foods at one time will mean you cannot eat them all before they spoil. That wastes food – and it wastes your money.
• សូមទិញទំនិញឲ្យបានត្រឹមត្រូវ មានន័យថា អ្នកមិនត្រូវទិញអាហារស្រស់ៗជាច្រើនក្នុងពេលតែមួយនោះទេ ពីព្រោះ អ្នកមិនអាចបរិភោគអាហារ ស្រស់ៗ​ដែលអ្នកបានទិញមកអស់មុន​ពេល​ដែល​​​អាហារ​ទាំងនោះ ត្រូវរលួយខូចនោះទេ។ នេះជាការខ្ជះខ្ជាយមួយ ហើយអ្នកត្រូវខាតបង់​ថវិកាថែម  ទៀត។

• There is no evidence that food transmits the coronavirus, so do not deny nutrition to yourself or your families. Help yourself to fresh or well-packaged processed foods. Maintain a healthy diet for you and your family. In stressful times this is important to keep you healthy.
• ពុំមានភស្តុតាងណាមួយបញ្ជាក់ថា ស្បៀងអាហារអាចចម្លងជំងឺកូវីត-១៩នោះទេ ដូច្នេះ អ្នក​មិន​​ត្រូវ​​បដិសេដ​អាហារូបត្ថម្ភសម្រាប់ខ្លួនអ្នក និង    សមាជិកគ្រួសារអ្នកទេ។ សូមធ្វើយ៉ាងណាឲ្យ​ខ្លួនអ្នក​បាន​ទទួលទានអាហារស្រស់ៗ ឬអាហារដែលមានការវេចខ្ចប់ត្រឹមត្រូវ។ សូមរក្សារបប​អាហារ​​  ដែល​នាំឲ្យអ្នក និងក្រុមគ្រួសារមានសុខភាពល្អ។ ក្នុងពេលវេលាដែលលំបាកនេះ គឺអ្នក​ចាំបាច់ ​ត្រូវតែថែរក្សា​សុខភាពឲ្យបានល្អ និងរឹងមាំ។

• Wash hands before and after handling produce at home, wash the produce before cooking, and follow good household cleaning and cooking practices.
• ត្រូវ សម្អាតដៃមុនពេលចាប់កាន់ ឬចម្អិនម្ហូបអាហារនៅផ្ទះ និងលាងសម្អាត ប្រដាប់ប្រដារ សម្រាប់ចម្អិនម្ហូបអាហារ​ ព្រមទាំងអនុវត្តហូបស្អាត និងរស់នៅស្អាតជានិច្ច។

• Keep in mind that the people who produce your food, like smallholder farmers and fishers, and those that bring it to market, truck drivers, warehouse workers and the staff at markets and supermarkets are our food heroes during this pandemic. Keep a warm place in your heart for them.
• សូមចងចាំថាអ្នក ផលិតចំណីអាហារឲ្យយើង រួមមានកសិករ​ អ្នកនេសាទ និងអ្នកដឹកជញ្ជូនស្បៀងមកទីផ្សារ កម្មករធ្វើការនៅឃ្លាំងស្បៀង និងបុគ្គលិកនៅផ្សារ និងផ្សារទំនើប គឺជាវីរបុរស វីរនារីរបស់យើងក្នុងកំឡុងពេលមានជំងឺរាតត្បាតនេះ។ សូមចាត់ទុកពួកគេនៅក្នុងដួងចិត្តរបស់អ្នកជានិច្ច។

• Buy food from small businesses and shops to support their livelihoods in these difficult times.
• សូមជួយទិញម្ហូបអាហារពីអាជីវករខ្នាតតូច និងហាងតូចៗផ្សេងទៀតដើម្បីជួយទ្រទ្រង់ជីវភាពពួកគេក្នុងគ្រាដ៏លំបាកនេះ។

• If you have a chance to share your food, or support the food banks, community groups or charities that provide free food to venerable groups of people, please do so. We are in this together and so generosity and caring for one another is important during this time of crisis.
• ប្រសិនបើអ្នកមានឱកាស សូមចែករំលែកអាហាររបស់អ្នក ឬគាំទ្រដល់ធនាគារម្ហូបអាហារ ក្រុមដែលចុះជួយដល់សហគមន៍ ឬសប្បុរសជនដែលផ្តល់អាហារដោយឥតគិតថ្លៃដល់ក្រុមដែលងាយរងគ្រោះបំផុត។ យើងកំពុងតែស្ថិតនៅក្នុង និងកំពុងឆ្លងកាត់ស្ថានភាពលំបាកនេះជាមួយគ្នា ដូចនេះ វាជាប្រការសំខាន់បំផុត ដែលយើងត្រូវតែមានចិត្តសប្បុរស និងមានការយកចិត្តទុកដាក់ចំពោះគ្នាទៅវិញទៅមក។

Policy makers:

អ្នករៀបចំ គោលនយោបាយ

• While COVID-19 requires an immediate policy response to public health, access to nutritious and affordable food for all people in Cambodia must be part of that response.
• ខណដែលជំងឺកូវិត-១៩ តម្រូវឲ្យមាន​ការឆ្លើយតបជា​បន្ទាន់ចំពោះសុខភាព​សារធារណៈ ការ​ទទួល​​បានអាហារដែលមានជីជាតិ  ដែលប្រជាជននៃ ប្រទេសកម្ពុជាអាចមានលទ្ធភាព ទទួលបាន ក៏ជា ​ជា​​ផ្នែកមួយនៃការឆ្លើយតបបន្ទាន់ផង ដែរ។

• Policy makers, government departments and the private sector must work together to ensure that the value chains that deliver our food are coordinated and functioning properly
• នៅក្នុងប្រទេសកម្ពុជា ទាំងអ្នករៀបចំ គោលនយោបាយ ស្ថាប័នរាជរដ្ឋាភិបាលគ្រប់ជាន់ថ្នាក់ និងវិស័យឯកជន ត្រូវតែធ្វើការរួមគ្នា ដើម្បីធានាថាខ្សែច្រវាក់ចំណីអាហាររបស់​យើងមានការ​សម្រប​សម្រួល និងមានដំណើរការជាប្រក្រតី។

• Up to date market information on prices, production, consumption and stocks should be transparent and available to all. This will reduce uncertainty and reassure shoppers and suppliers.
• មកទល់ពេលនេះ ព័ត៌មានអំពីទីផ្សារ ផលិកម្ម ការប្រើប្រាស់ និងស្តុក គួរតែមានតម្លាភាព ហើយ អាចស្វែងរកបានទៅតាមតម្រូវការរបស់មជ្ឈដ្ឋានទូទៅ។ វា នឹងជួយកាត់បន្ថយភាពមិនប្រាកដប្រជា និងធានាដល់អ្នកទិញទំនិញ និងអ្នកផ្គត់ផ្គង់ផងដែរ។

• It is important to keep domestic and international supply lines open and to not restrict trade or impose rules that would hinder the mobility of those commodities, domestically or internationally. Any disruptions to food supply chains by poor policy management will intensify human suffering.
• វាជាការសំខាន់ក្នុងការរក្សាខ្សែបន្ទាត់ផ្គត់ផ្គង់ទំាងក្នុង និងក្រៅប្រទេសឲ្យនៅចំហ មិនរឹតត្បិតការធ្វើពាណិជ្ជកម្ម ឬកំណត់ច្បាប់ណាមួយដែលរារាំងដល់ការចល័តទំនិញនានា ទាំងក្នុងស្រុក និងអន្តរជាតិ។ រាល់ការរំខានដល់ខ្សែច្រវាក់ផ្គត់ផ្គង់ស្បៀងអាហារដោយសារការខ្វះចន្លោះ​ក្នុង​ការ​គ្រប់គ្រងគោលនយោបាយ នឹងនាំ ឲ្យប្រជាពលរដ្ឋ កាន់តែទទួលនូវ ការឈឺចាប់ថែមទៀត។

Local authorities should ensure the following human and food safety measures:

អាជ្ញាធរមូលដ្ឋានគួរតែធានាបាននូវវិធានការណ៍សុវត្ថិភាពរបស់មនុស្ស និងស្បៀងអាហារដូចខាងក្រោមៈ

• Physical distancing between vendors
• រក្សាគម្លាត រវាងអ្នកលក់ដូរ

• Sufficient space for customers to circulate; defined entry and exit points
• រក្សារចន្លោះសមស្របសម្រាប់អ្នកទិញ ព្រមទាំងកំណត់ច្រកចូល និងច្រកចេញឲ្យបានត្រឹមត្រូវ

• Separation between plant foods (fruits, vegetables), animal foods (meat, fish) and dry foods (rice, pulses)
• ធ្វើការបែងចែករវាង អាហាររុក្ខជាតិ (ផ្លែឈើ បន្លែ) ប្រភេទសត្វ (សាច់សត្វគ្រប់ប្រភេទ និងសាច់ត្រី) និងអាហារស្ងួត (អង្ករ ធញ្ញជាតិ) ។

• Supply of clean water and ice as well as sanitation facilities
• ផ្គត់ផ្គង់ទឹកស្អាត ទឹកកកអនាម័យ និងសម្ភារៈអានាម័យគ្រប់ប្រភេទ

• Cleaning of retail and storage areas, cold boxes and transport (trucks, vans) that bring in the food
• សម្អាតកន្លែងលក់រាយ កន្លែងស្តុក ប្រអប់ត្រជាក់ និងឧបករណ៍ដឹកជញ្ជូនទំនិញស្បៀងអាហារ (រួមមានឡានដឹកទំនិញ រថយន្តដឹកទំនិញ)។  

• Vendors, handlers, drivers and all involved in the retail of food are aware of hand washing and have sanitizers and masks
• អ្នកលក់ អ្នកសម្របសម្រួល អ្នកបើកបរ និងអ្នកពាក់ព័ន្ធទាំងអស់ នៅក្នុងការលក់រាយ ត្រូវមានការយល់ដឹង និងប្រកាន់ខ្ជាប់នូវអនាម័យដោយការលាងដៃ និងពាក់ម៉ាស់ជានិច្ច។
