HLPE Contribution to the review of SDG2 by the HLPF

As discussed and agreed with the CFS Chair in October 2016 during the 43th CFS Plenary, the HLPE has prepared a background document to be sent to the CFS based on a synthesis and cross cutting analysis of available HLPE reports. This document has been sent to the CFS in January 2017, including an appendix bringing together the summaries and recommendations from the 10 HLPE reports . This 4 pages synthesis highlights 4 findings.

1. The tight and complex interactions between sectors;
2. Beyond hunger, a new vision of Food Security and Nutrition (FSN) related challenges;
3. The need for a radical transformation of agriculture and food systems as a whole to improve FSN and achieve the Agenda 2030 ;
4. Diverse situations, diverse solutions, global challenges.

It also presents general recommendations to address the SDG 2 and stresses the importance of Critical and Emerging Issues (C&EI) for FSN.

This HLPE synthesis document has been presented and discussed during a meeting of the CFS Open Ended Working Group on SDGs on 27th January 2017. Key messages have then be taken into account by the CFS when preparing its contribution to the review of SDG 2 by the HLPF ; HLPE reports are referred to and the HLPE note on Critical and Emerging Issues has helped structuring the section of the CFS contribution on “Emerging issues likely to affect the realization of poverty eradication and achieving prosperity” (p 6).

Once the CFS contribution sent to the ECOSOC Chair in view of the HLPF, the HLPE has made this synthesis publicly available. It has been used by UN-DESA (UN Department of Economic and Social Affairs) as an input in the Expert Group Meeting in June and made directly available to the HLPF participants.

Participation to the review of the SDG 2 by the HLPF

Further to that, Dr Caron, the HLPE Chair, has been invited and has participated to 3 specific events:

1. An Expert Group Meeting organized in Vienna (Austria) by UN-DESA and the United Nations Industrial Development Organization (UNIDO) in preparation for the HLPF.

2. An Expert Group Meeting on Progress in Achieving SDG2, organized by UN-DESA in collaboration with the 3 UN Rome based agencies (FAO, IFAD, WFP) from 12 to 13 June 2017 at UN Headquarters in New York.

3. The HLPF itself where Dr Caron has been asked to serve as a lead discussant of the Review of SDG 2 on 11th July 2017 during a plenary session (Dr Caron's 2 interventions can be replayed here below).  The 2017 HLPF Ministerial declaration can be downloaded here.
