FOREWORD

The study upon which this document is based was conducted during a brief mission mounted in early December 1992 by Mr. Marc Vandeputte from the Joint ECA/FAO Agriculture Division (U.N. Economic Commission for Africa, Addis Ababa). The mission was organised under the framework of FAO Project TCP/ERT/2251 and in cooperation with the Department of Marine Resources and Inland Fisheries of Eritrea (DMRIF). It represents a contribution towards the fulfillment of TCP Project tasks that include analysing various components of the national fisheries sector and advising on the formulation of a development programme. The mission was underwritten by the ECA/FAO Advisory Service Programme, and this assistance is gratefully acknowledged. Thanks are also due to Ms. S. Seyoum and Mr. G. Gebramlak of DMRIF for their help during the mission field visits.
