ABSTRACT

The 1973 fishery census of Indonesia was undertaken by the Central Bureau of Statistics (CBS) in close collaboration with the Directorate General of Fisheries (DGF). It primarily covered the marine fishery and brackish water fish culture in Sumatra, Java and Bali. However, owing to the poor coverage of the marine fisheries using powered boats, the CBS fishery census was supplemented by an additional marine fishery census undertaken by the DGF. Both censuses were taken by means of sample census surveys, as described in this report.

The main characteristics of the fishery census are:

  1. The CBS fishery census was undertaken within the framework of the 1973 agriculture census, and therefore took full advantage of the findings of the latter. As a result, not only the total population size was known in magnitude, which was needed for the calculation of estimates in the sample censuses, but also a useful sampling frame for subsequent surveys became available.

  2. The design of the census questionnaires was made by taking into account the tabulation programme and subsequent data analysis. This made it possible to make useful analyses of the findings.

  3. Until data from the fishery census became available, very little was known statistically about the fisheries in Indonesia. A full analysis of the census data provided a good deal of useful information which is indispensable for the planning and other aspects of the national fishery development programme.

The report explains how the 1973 fishery census of Indonesia was undertaken. The census methodology adopted was not always ideal and several simple but basic difficulties were encountered. These are illustrated herein. This report should be useful in the planning and implementation of similar census operations in other countries.

The Food and Agriculture Organization is greatly indebted to the following individuals for their contributions to the 1973 fishery census, which was technically assisted by Dr Tadashi Yamamoto, FAO Senior Fisheries Statistician, over a period from 1971 to 1978.

Special mention should be made of the great assistance given by Mr M. Abdulmadjid, Director General of the Central Bureau of Statistics (CBS), and Mr Hadi Atomowasono, Director of Planning of the Directorate General of Fisheries (DGF), for their administrative support and their continuous encouragement, particularly for the analysis of census data. The work related to the various levels of the census taking were fully assisted by the following officials with their painstaking efforts: Mr Soenardi, Chief of Census Bureau of the CBS, assisted greatly in establishing a frame for the 1973 fishery census through the 1971 population census and the 1973 agriculture census. Mr Koesno Rahardjo, Chief of Statistics Division, DGF, and Mr Machin Irvan, Chief of Fisheries Statistics Section of the CBS, were concerned with the design of the census questionnaire, its pilot census and the preparation of the census manual. The preparation of the tabulation programme was made by Mr Bambang Wahjudi of the DGF. After Mr Machin left for the USA for his fellowship study, Mr Simanjuntak took charge of the fishery census. Mr Soekarna, senior statistician (CBS), was responsible for manual data processing, and Messrs Robert Nasution and Oentarjo, senior statisticians (DGF), verified population size based on the 1973 agriculture census and the 1974 DGF additional fishery census. Analysis of the data was performed by Mrs Sri Turniati and Mr Toto Sugito. The compilation and issuance of statistical reports for the 1973 fishery census were organized by Mr Mulyadi (CBS).

ABOUT THE AUTHOR

Dr Tadashi Yamamoto has been a fishery statistician since 1947. Until 1964, he served in the Ministry of Agriculture and Forestry of the Government of Japan as Deputy Chief of the Fisheries Statistics Division. In 1965 he joined the Food and Agriculture Organization and worked for the FAO Regional Office for Asia and the Far East as FAO Regional Fishery Statistician. In August 1973 he was assigned to Indonesia and served the Directorate General of Fisheries as a senior fishery statistician attached to the FAO/UNDP Fisheries Development and Management Project until the end of 1978. He has a Ph. D. in fishery from the University of Kyoto. He is at present professor of fishery economics at the Nihon University in Tokyo.
