CHANGES IN REPRESENTATION OF MEMBER NATIONS ON THE PROGRAMME AND FINANCE COMMITTEES

a) Ninety-second Session of the Programme Committee
(Rome, 27 September-1 October 2004)

1. Rule XXVI-4(a) of the General Rules of the Organization (GRO) states that "If the representative of a Member of the Committee is expected to be unable to attend a session of the Committee, or if, due to incapacity, death or any other reason, he is prevented from exercising his functions for the remainder of the term for which the Member he represents has been elected, that Member shall inform the Director-General and the Chairperson as soon as possible, and may designate a substitute representative who shall have the qualifications and experience referred to in paragraph 1 of this Rule. The Council shall be informed of the qualifications and experience of the substitute representative".

2. By letter dated 20 September 2004, His Excellency Robert R. Fowler, Ambassador and Permanent Representative of Canada to the United Nations Agencies for Food and Agriculture in Rome, informed the Director General that Mr James Melanson, Deputy Permanent Representative (Designate), would replace Mr Blair Hankey, Counsellor and Deputy Permanent Representative, as the Government Representative of Canada as of the Ninety-second Session of the Programme Committee. The Chairperson of the Programme Committee was also informed.

3. A summary of the qualifications of Mr James Melanson (Appendix A) is attached for the information of the Council.

b) Hundred and Sixth Session of the Finance Committee
(Rome, 16 February 2004)

(Rome, 27 September-1 October 2004)

4. 5. By letter dated 5 February 2004, Ms Ryuko Inoue, Minister and Permanent Representative of Japan to FAO, informed the Director-General that Mr Fumihiro Kabuta, First Secretary and Alternate Permanent Representative to FAO, would replace her, as she was unable to attend, as the Government Representative of Japan for the Hundred and Sixth Session of the Finance Committee. The Chairperson of the Finance Committee was also informed.

6. A summary of the qualifications of Mr Fuhimiro Kabuta (Appendix B) is attached for the information of the Council.

7. By letter dated 22 July 2004, Mr Mumtaz Ahmed, Additional Secretary, Ministry of Food, Agriculture and Livestock of Pakistan, informed the Director-General that Mr Mushtaq Hussain Syed, Economic Consultant/Joint Secretary (Plan) (BS-20), Ministry of Food, Agriculture and Livestock, would replace Mr Muhammad Saleem Khan, Joint Secretary (Development Plan/International Cooperation), Ministry of Food, Agriculture and Livestock, who was unable to attend, as the Government Representative of the Islamic Republic of Pakistan for the Hundred and Eighth Session of the Finance Committee. The Chairperson of the Finance Committee was also informed.

8. A summary of the qualifications of Mr Mushtaq Hussain Syed (Appendix C) is attached for the information of the Council.
