IMPLEMENTATION OF THE DECISIONS TAKEN AT THE HUNDRED AND SEVENTEENTH AND HUNDRED AND EIGHTEENTH SESSIONS OF THE COUNCIL

 

1. The Approved Methods of Work of the Council require that an information document be prepared for each Council session reporting on the implementation of the decisions taken at the preceding session (CL 60/REP, Appendix G, paragraph 7.8).

2. Listed hereunder are the decisions taken by the Hundred and Seventeenth and Hundred and Eighteenth Sessions of the Council and their implementation up to the date of going to press.

3. The text in the decision column includes the Agenda Item title underlined, the text of the Council decisions and a reference in brackets to the paragraph in the Council Report.

DECISION IMPLEMENTATION
HUNDRED AND SEVENTEENTH SESSION OF THE COUNCIL

ACTIVITIES OF FAO  
PREPARATIONS FOR THE THIRTIETH SESSION OF THE FAO CONFERENCE:  
Margarita Liz�rraga Medal  
Present the Margarita Liz�rraga Medal to the Head of the Delegation of Sri Lanka as part of the proceedings of the Thirtieth Session of the Conference (para. 7) Action was completed during the Thirtieth Session of the Conference in November 1999. The Medal was presented to the Head of Delegation of Sri Lanka.
REGIONAL REPRESENTATION AT THE CGIAR (CONSULTATIVE GROUP ON INTERNATIONAL AGRICULTURAL RESEARCH)  
Implement the phasing out of the regional representation at the CGIAR as it has operated until the present, formally inform Member Nations about this decision during the forthcoming Regional Conferences and have the current elected Representatives complete their terms (para. 17) The implementation of the phasing out of the Regional Representatives at the CGIAR, as directed by the FAO Council, has been initiated. Member Nations have been informed, through the respective FAO Regional Conferences, that the FAO Council had endorsed the CGIAR proposal that (a) the current system of Regional Representation at the CGIAR, as it has operated until now, be phased out and (b) the current elected Regional Representatives at the CGIAR complete their terms.
PROGRAMME, BUDGETARY, FINANCIAL AND ADMINISTRATIVE MATTERS  
PROGRAMME OF WORK AND BUDGET 2000-2001  
Substance  
Have the Secretariat proceed along the direction of protecting the technical programmes of the Organization when considering the proposed adjustments to organizational structures in the administrative and operational areas and the related anticipated savings that have been incorporated under the various scenarios (para. 22) This request for action is somewhat superseded by the decisions of the Conference (adopting the ZNG scenario at the rate of exchange of 1875, which limited damage to technical programmes).
Identify further efficiency savings, which would be compatible with the orderly implementation of the approved activities of the Organization (para. 22) This is an on-going effort, subject to maintaining adequate administrative systems and services.
FAO STRATEGIC FRAMEWORK
2000-2015 (VERSION 4.0)
 
Do not look upon the Strategic Framework as a static document, as experience in implementation, as well as changes in the external environment, might entail the need for revision at appropriate times, as foreseen in Part III of the document (para. 42) As observed by the Council itself, implementation arrangements foresee updating of the Strategic Framework at periodic intervals (about every 6 years).
Prepare a Summary Version of the Strategic Framework after its approval by the Conference, in order to facilitate the dissemination of its key messages to broader audiences (para. 43) Summary version has been issued. Action completed.
Conclusions  
Transmit Version 4.0 of the Strategic Framework to the Conference, noting the comments made by several Members on Version 4.0, which would be taken into consideration by the Conference (para. 44) The Thirtieth Session of the Conference approved the Strategic Framework in November 1999. Action completed.
REPORT OF THE JOINT MEETING OF THE PROGRAMME COMMITTEE AND THE FINANCE COMMITTEE (ROME, SEPTEMBER 1999)  
With regard to the "regional dimensions to budgeting and implementation reporting in FAO", do not implement accounting for expenditures on a regional basis (para. 47) Decision was adopted upon recommendation of the Secretariat.
REPORT OF THE EIGHTY-SECOND SESSION OF THE PROGRAMME COMMITTEE (ROME, SEPTEMBER 1999)  
Have the Programme Committee henceforth be the prime recipient of evaluation reports spread over the two sessions in the first year of the biennium (para. 50) This measure has already been put in practice this year.
REPORT OF THE NINETY-THIRD SESSION OF THE FINANCE COMMITTEE (ROME, SEPTEMBER 1999)  
Financial Position of the Organization  
Urge all Members to pay their contributions in full in order to enable the Organization to continue to fulfil its mandate (para. 53) A Note Verbale concerning this matter has been sent to the Member Nations
Other Matters Arising Out of the Report  
Manage the Organization's affairs so as to minimize or preferably eliminate budgetary transfers from Chapter 2, which represents the core substantive work of the Organization, to the administrative activities of Chapters 5 and 6 in the future (para. 55) Action to this effect is being taken.
CONSTITUTIONAL AND LEGAL MATTERS  
REPORT OF THE SEVENTIETH SESSION OF THE COMMITTEE ON CONSTITUTIONAL AND LEGAL MATTERS (ROME, SEPTEMBER 1999)  
Agreement for the Establishment of the Regional Commission for Fisheries (RECOFI) under Article XIV of the FAO Constitution  
Implement operative paragraphs of Resolution 1/117 on Agreement for the Establishment of the Regional Commission for Fisheries (RECOFI) as listed in paragraph 57 of the Report of the Hundred and Seventeenth Session of the Council (para. 57) The CSL informing of the approval of the Agreement was sent on 6 March 2000. Under cover of this letter certified true copies of the Agreement were forwarded. An ad hoc Meeting of the potential RECOFI Members (and former Members of the Gulfs Committee) was held in Cairo from 3 to 6 April 2000 to prepare the formal establishment of the Commission.
Amendments to the Plant Protection Agreement for the Asia and Pacific Region  
Implement the Amendments to the Plant Protection Agreement for the Asia and Pacific Region, as listed in Appendices E-G of the Report of the Hundred and Seventeenth Session of the Council (para. 58) The sense of the amendments approved by the Council was explained in a CSL sent on 19 June 2000. Under cover of this letter, certified true copies of the first set of amendments approved by the Council were forwarded for acceptance.
Cooperation Agreement with the Intergovernmental Organization for Marketing Information and Cooperation Services for Fishery Products in Africa (INFOP�CHE)  
Transmit the Cooperation Agreement with the Intergovernmental Organization for Marketing Information and Cooperation Services for Fishery Products in Africa (INFOP�CHE), as listed in Appendix H of the Report of the Hundred and Seventeenth Session of the Council, to the Thirtieth Session of the Conference for confirmation (para. 59) Action taken. See document C 99/LIM/17.
Cooperation Agreement with the Lake Victoria Fisheries Organization (LVFO)  
Transmit Cooperation Agreement with the Lake Victoria Fisheries Organization (LVFO), as listed in Appendix I of the Report of the Hundred and Seventeenth Session of the Council, to the Thirtieth Session of the Conference for confirmation (para. 60) Action taken. See document C 99/LIM/18.
Cooperation Agreement with the Centre for Marketing Information and Advisory Services for Fishery Products in Latin America and the Caribbean (INFOPESCA)  
Transmit the Cooperation Agreement with the Centre for Marketing Information and Advisory Services for Fishery Products in Latin America and the Caribbean (INFOPESCA), as listed in Appendix J of the Report of the Hundred and Seventeenth Session of the Council, to the Thirtieth Session of the Conference for confirmation (para. 61) Action taken. Amendment of Financial Regulations 6.9 and 7.1 to provide for the Establishment of a Revolving Fund for FAO Products and Related Services (other than Information Products)  
Forward to the Conference, for adoption, a Draft Resolution dealing with the Amendment of Financial Regulations 6.9 and 7.1 to provide for the Establishment of a Revolving Fund for FAO Products and Related Services (other than Information Products), as listed in the Report of the Hundred and Seventeenth Session of the Council on the amendments to Financial Regulation 9.1 (Arrangements for Review of Investments of the FAO Reserve Funds) and on paragraph 5 of the Annex to the Financial Regulations (Additional Terms of Reference Governing External Audit) (para. 62) Action taken. Use of Gender Neutral Language in the Basic Texts  
Transmit a Draft Resolution to the Conference for Adoption on the Use of Gender Neutral Language in the Basic Texts, as listed in paragraph 63 of the Report of the Hundred and Seventeenth Session of the Council (para. 63) Action taken. See document C 99/LIM/20.
AMENDMENT TO THE STAFF REGULATIONS  
Implement the amendment to the Staff Regulations to be promulgated by the Director-General (para. 69) Action taken.
OTHER CONSTITUTIONAL AND LEGAL MATTERS  
Invitations to Non-Member Nations to Attend FAO Sessions  
Invite the Russian Federation to attend as an observer the Hundred and Seventeenth Session of the Council (para. 70) Action taken. Invitation sent on 13 October 1999.
Applications for Membership in the Organization  
Invite the applicant countries for membership (San Marino, Palau, Marshall Islands, Micronesia and Kiribati) to participate, in an observer capacity, to the present Council session, as well as regional and technical meetings of the Organization of interest to them (para. 73) Action taken. Invitations sent on 21 September 1999.
OTHER MATTERS  
CALENDAR OF FAO GOVERNING BODIES AND OTHER MAIN SESSIONS (1998-99)  
Convene the Hundred and Eighteenth Session of the Council on 24 November 1999 at FAO Headquarters (para. 76) Action taken. The Hundred and Eighteen Session of the Council was convened on 24 November 1999 at FAO Headquarters.

OTHER MATTERS  
ANNUAL PERFORMANCE REPORT  
Have the Joint Meeting of the Programme and Finance Committees examine the possibility of including an annual performance report in future versions of the Programme Implementation Report (para. 8) This matter was discussed at the Joint Meeting of the Programme and Finance Committees in September 2000. See document CL 119/9.
ALLIANCE ON FOOD SECURITY  
Have the Committee on World Food Security additionally study the concept of an "Alliance on Food Security", with a view to the possible adoption of a Resolution on the subject (para. 9) An Information Note (CFS/00/INF/7) was provided to the Twenty-sixth Session of the Committee on World Food Security (Rome,
18-21 September 2000) for its consideration.
