CHANGES IN REPRESENTATION OF MEMBER NATIONS ON THE PROGRAMME AND FINANCE COMMITTEES

a) Eighty-third Session of the Programme Committee
(Rome, 8-12 May 2000)

Eighty-fourth Session of the Programme Committee
(Rome, 25-29 September 2000)

1. Rule XXVI-4(a) of the General Rules of the Organization (GRO) states that "If the representative of a Member of the Committee is expected to be unable to attend a session of the Committee, or if, due to incapacity, death or any other reason, he is prevented from exercising his functions for the remainder of the term for which the Member he represents has been elected, that Member shall inform the Director-General and the Chairman as soon as possible, and may designate a substitute representative who shall have the qualifications and experience referred to in paragraph 1 of this Rule. The Council shall be informed of the qualifications and experience of the substitute representative".

2. By letter dated 16 February 2000, H.E. Roger Clarke, Minister for Agriculture of Jamaica, informed the Director-General that Mr Frederick B. Zenny, former Assistant
Director-General, Information Department, would replace Mr Richard Harrison, Chief Technical Director, Ministry of Agriculture, Jamaica, as the Government Representative of Jamaica as of the Eighty-third Session of the Programme Committee. The Chairman of the Programme Committee was also informed.

3. A summary of the qualifications of Mr Frederick B. Zenny (Appendix A) is attached for the information of the Council.

b) Ninety-fourth Session of the Finance Committee
(Rome, 8-12 May 2000)

4. Rule XXVII-4(a) of the General Rules of the Organization (GRO) states that "If the representative of a Member of the Committee is expected to be unable to attend a session of the Committee, or if, due to incapacity, death or any other reason, he is prevented from exercising his functions for the remainder of the term for which the Member he represents has been elected, that Member shall inform the Director-General and the Chairman as soon as possible, and may designate a substitute representative who shall have the qualifications and experience referred to in paragraph 1 of this Rule. 5. By letter dated 6 April 2000, Ms Hilda G. Gabardini, Counsellor, Charg� d'affaires a.i. and Alternate Permanent Representative of Argentina to FAO, informed the Director-General that the Government had designated Ms Ileana Di Giovan Battista, Minister Plenipotentiary, to replace Mr Roberto O. Villambrosa, Minister Plenipotentiary, as the Government Representative of Argentina as of the Ninety-fourth Session of the Finance Committee. The Chairman of the Finance Committee was also informed.

6. A summary of the qualifications of Ms Ileana Di Giovan Battista (Appendix B) is attached for the information of the Council.

7. By Note Verbale No.8/2000, dated 12 June 2000, the United States of America Mission to the United Nations Agencies for Food and Agriculture, informed the Director-General that Ms Carolee Heileman, Deputy Permanent Representative of the United States to the UN Agencies in Rome would replace Ms Laurie Tracy, as its Representative as of the Ninety-fifth Session of the Finance Committee. The Chairman of the Finance Committee was also informed.

8. A summary of the qualifications of Ms Carolee Heileman (Appendix C) is attached for the information of the Council.

9. By letter dated 12 September 2000, H.E. Kim Suk-hyun, Ambassador and Permanent Representative of the Republic of Korea to FAO, informed the Director-General that Mr Kim Kyeong-kyu, Agricultural Attach� and Alternate Permanent Representative of the Republic of Korea to FAO, would replace Mr Rho Kyeong-sang, Deputy Permanent Representative of the Republic of Korea to FAO, as the Government Representative as of the Ninety-fifth Session of the Finance Committee. The Chairman of the Finance Committee was also informed.

10. A summary of the qualifications of Mr Kim Kyeong-kyu (Appendix D) is attached for the information of the Council.
