Social, Economic and Cultural Perspectives of Inland Fisheries

1. RATIONALE FOR THE SYMPOSIUM

The value of inland fisheries to the people of Europe needs to be clearly re-stated. The Symposium will assess the contribution of the fisheries and aquaculture sector to providing food, employment and recreation together with cultural and other values in such fields as ethnology, ecology and bio-diversity. With a multiplicity of social, technical, environmental and political pressures affecting inland fisheries at the present time, there is an urgent need for greater understanding, recognition and communication of the value of fish and fisheries. The principal aim of the Symposium will be to make a broad assessment of the state of inland fisheries in Europe at the end of the second millennium and to set down the essential steps to be taken for developments into the twenty-first century.

2. ORGANIZATION OF THE SYMPOSIUM

The Symposium will be held at the Residence and Conference Center of the Central European University, Kerepesi út 87, H-1106 Budapest. It will consist of four consecutive sessions held over a period of three days (from Thursday afternoon, 1 June to Saturday evening, 3 June 2000):

SESSION 1: Review of Fishery Management and Policy Issues

This session will address various aspects of fishery management with emphasis on the perspective of social sciences. Special attention will be given to the following topics: socio-economic principles of fishery management; related policy issues; legislation and enforcement; conflict resolution amongst users; as well as mechanisms for user participation in fishery management. Social, economic, cultural and historical aspects will be reviewed and analysed.

SESSION 2: Assessment and Valuation of Inland Fisheries

This session will focus on the welfare contribution to society, which is being derived from inland fisheries activities. It will address the assessment of fishery systems as well as the valuation of fishery outcomes from a social and economic perspective. Assessment of the socio-economic and cultural significance of the sector will be presented, in general, with reference to specific water bodies or in reference to specific fisheries (whether commercial, recreational or subsistence). Methods and difficulties related to valuation will be emphasized.

SESSION 3: Perspective in Inland Fisheries

In this session, the perspective of inland fisheries will be reviewed and analysed. Emphasis will be given to trends in fishery-related activities, including fishery management. Future demands on the inland fishery sector will be discussed, especially in relation to likely threats and opportunities. New trends in education and promotion will also be reviewed.

SESSION 4: Summary and Conclusion

In this session, the Chairperson of the Symposium assisted by the Chairpersons of Sessions 1-3 will review the main findings of the Symposium. These will be discussed and conclusions will be drawn on this basis. Main conclusions and recommendations will be brought to the attention of EIFAC, for consideration during its Twenty-first Session.

3. PARTICIPATION

Persons intending to participate in this Symposium are requested to indicate their interest to the EIFAC Secretariat as soon as possible. Further information regarding accommodation, etc., will be sent to prospective participants later.

4. LANGUAGES

Papers can be presented in English or French. However, no interpretation will be provided.

5. INSTRUCTIONS TO AUTHORS

Participants are invited to submit written papers to the Symposium. Authors should send an abstract of their proposed paper (minimum 200, maximum 400 words, and including the author's full address), to the Convener of the Symposium and to the Technical Secretary of the Symposium (see Section 6) before 15 October 1999.

Authors can state their preference for one of the following means of presentation: (a) a short oral presentation (10 minutes), (b) poster display.

Authors should indicate the Session, as listed in Section 2, which best suits the subject matter of their paper. The Steering Committee reserves the right to alter this allocation, depending on the nature of the contributions received.

Authors will receive confirmation of the acceptance of their paper as soon as possible after the deadline for the receipt of abstracts. It is the intention of the Steering Committee that those papers meeting the required standard be published. However, a publisher may not be chosen until nearer to the date of the Symposium; therefore, the exact format required may not be known until a later date.

Papers should not exceed 3 000 words in length, inclusive of references but exclusive of necessary tables and graphs. To facilitate the editing and the publication of the papers, word-processing programmes supported by MS/DOS such as MS/Word or WordPerfect should be used and the appropriate diskette forwarded to the EIFAC Secretariat.

Ten copies of the final version of the paper will have to be sent to Dr H. Naeve, EIFAC Secretariat, by 31 March 2000. These will be distributed to the Symposium Steering Committee members and Panel members in order to prepare for the panels and to select a certain number of papers for oral presentation. 100 copies of the final version of the paper will have to be clearly labelled "EIFAC Symposium" and sent to the National Organizing Committee, to arrive in Hungary before the end of April 2000. A separate copy, in double spacing and printed on one side of A-4 paper, should be sent to the Convenor of the Symposium before 31 March 2000.

For those participants who wish to present their information only in the form of a poster display, an abstract will be required before 15 October 1999.
