在最容易受到气候变化影响的国家中，有九个位于东非（“圣母大学全球适应倡议”国家指数）。在整个东非，干旱、洪水和飓风等气候冲击更加频繁和剧烈，使依赖气候和自然资源的小农成为最弱势的群体之一。该区域还存在经济不平等、冲突和政治动荡等问题，受影响的社区面临一系列挑战，导致恢复进程雪上加霜。粮农组织在预测危机发生之前、危机发生之时及之后提供紧急人道主义援助和技术专长，以协助社区恢复，并为可持续农业生计铺平道路。
