Objective / Goal |
In accordance with the decisions adopted at the 17th session of WECAFC in
relation to the Data Collection Reference Framework (DCRF) and data collection
issues in general, the project supported the second meeting of the transversal
FDS-WG, supported the population of the WECAFC regional database
population and strengthened the capacities of selected WECAFC members
to collect, manage, analyse and report fisheries statistics that support
evidence-based policy-making to reduce illegal, unreported and
unregulated (IUU) fishing.
The second session of the FDS-WG was organized virtually for the first time and
was rolled out effectively through five preparatory online sessions (between
July and September 2020), three formal online meetings (in October 2020,
May 2021 and March 2022) and four intersessional meetings on the subareas.
In terms of capacity-building, six countries received direct support from the
project. A one-week course on statistical data collection methodologies for
small-scale fisheries (SSF) was successfully delivered in Spanish to Panama
and four other OSPESCA countries, while Dominica’s vessel registry and landing
database was successfully migrated to the new FAO Calipseo platform. Four
additional countries are receiving financial support through other co-funded
projects.
In addition, the Fisheries and Resources Monitoring System (FIRMS) inventories
for five major species were enriched through the publication of marine
resources status reports and fishery factsheets by 13 different
countries/overseas territories.

Activities |
- The FDS-WG2 was convened virtually through three online sessions (held
in October 2020, May 2021 and March 2022). Recommendations were
provided.
- Recommendations from the FDS-WG2 provided for 18th session of
WECAFC in July 2022, which endorsed the DCRF as well as the Western
Central Atlantic Fisheries Information System (WECAFIS), a regional
database that disseminates statistical data on catch and effort.
- Data preparatory workshop organized to support members in the
production of statistics and to produce FIRMS inventories according
to the standard template.
- 29 stock status reports (27 concerning new stocks and two updates)
published for seven countries (Brazil, Colombia, Cuba, Guyana, Mexico,
Suriname and the United States of America) and 18 fishery factsheets
(13 for new fisheries and five updated observations) published for five
countries/overseas territories (Dominica, French Guiana, Nicaragua,
Saint Kitts and Nevis and Saint Lucia).
- A fully-fledged Calipseo instance in deployment on a local server hosted
in Dominica. The platform is connected to the tablet data collection tool
previously developed in the country. Statistical data collection
methodology was reviewed and improvements proposed.
- The Calipseo platform previously deployed in Suriname now produces
statistical reports according to DCRF for submission to WECAFIS.
- Training on statistics successfully delivered online (in Spanish) through
a training workshop of five half-days from 27 June to 1 July 2022.
Through OSPESCA, the training was extended to four other countries in
the subregion (Belize, El Salvador, Guatemala and Nicaragua) and
attended by 69 participants (of whom 47 were from Panama).

Impact |
The expected impact of the project was to regulate harvesting and end
overfishing and IUU fishing, in order to restore fish stocks, at least to levels
that can produce maximum sustainable yield, as per Sustainable Development
Goal 14.4.1.
