La FAO et la CONFÉRENCE DES NATIONS UNIES SUR L’EAU DE 2023

Généralités
L’eau est vitale pour chacun d’entre nous. Elle est indispensable à notre santé et à notre bienêtre, à la production alimentaire, au secteur de l’énergie, à la santé des écosystèmes, à l’adaptation aux effets du changement climatique, à la lutte contre la pauvreté et bien plus encore. L’eau est au cœur du développement durable.
Mais des décennies d’augmentation des prélèvements d’eau douce, de surexploitation des eaux souterraines ainsi que de mauvaise gestion, de mauvaise utilisation et de contamination des écosystèmes d’eau douce ont aggravé le stress hydrique et dégradé les écosystèmes liés à l’eau, ce qui a des répercussions négatives sur la santé humaine, l’activité économique, l’alimentation et l’approvisionnement en énergie. La concrétisation de nombreux objectifs de développement durable (ODD) est en mauvaise voie, et il est essentiel d’avancer dans la mise en œuvre de l’ODD 6 (eau et assainissement) pour pouvoir atteindre tous les autres ODD.
Du 22 au 24 mars 2023, la communauté internationale se rassemblera à New York à l’occasion de la Conférence des Nations Unies sur l’eau. La Conférence se tient à l’initiative de l’Assemblée générale des Nations Unies et est organisée conjointement par le Royaume des Pays-Bas et la République du Tadjikistan.
L’idée est d’appeler chacun d’entre nous à accélérer le changement pour résoudre la crise de l’eau dans le monde. Il s’agira d’un moment décisif où États, entreprises et particuliers seront invités à agir et à s’engager ensemble pour atteindre les objectifs et les cibles relatifs à l’eau convenus au niveau international, notamment ceux du Programme de développement durable à l’horizon 2030. Cette manifestation consacrée à l’eau sera la plus importante de cette génération et la première de ce type en près de 50 ans, c’est pourquoi nous devons en faire un événement couronné de succès et suivi d’effets concrets.
Participation de la FAO à la Conférence des Nations Unies sur l’eau de 2023
Plusieurs jalons importants ont été posés avant la Conférence des Nations Unies sur l’eau de 2023, dont l’organisation du Dialogue de Rome sur l’eau, qui s’est tenu le 29 novembre 2022 au siège de la FAO, et celle de l’atelier régional pour l’Afrique consacré aux feuilles de route nationales relatives à l’eau, qui s’est déroulé du 22 au 24 février au Zimbabwe et devait faciliter le travail collectif de mise au point de ces instruments au niveau des pays en vue de la concrétisation du Programme 2030. Consciente que l’eau joue un rôle central dans tous les ODD, la FAO a également inscrit cette question à l’ordre du jour de tous ses organes directeurs; elle sera également le thème de la Conférence de la FAO, qui se réunira en juillet.
Dans le cadre de la Conférence des Nations Unies sur l’eau de 2023, le Directeur général de la FAO, M. Qu Dongyu, animera le dialogue interactif no 5 sur l’accélération de la concrétisation des objectifs de la Décennie d’action sur l’eau, notamment grâce au plan d’action du Secrétaire général de l’ONU. En tant qu’organismes chefs de file, la FAO, le Programme des Nations Unies pour le développement et la Banque mondiale apporteront également un appui technique dans le contexte du dialogue interactif no 2, qui traite de l’eau au service du développement durable – valorisation de l’eau, nexus eau-énergie-alimentation et développement économique et urbain durable. La FAO organisera une manifestation sur les feuilles de route nationales relatives à l’eau en marge de la Conférence, et elle concourra et participera à trois manifestations spéciales et environ 20 manifestations parallèles, comme il est indiqué ci-après.
