Вода необходима каждому человеку. Она крайне важна для поддержания нашего здоровья и благополучия, производства продуктов питания и энергии, сохранения здоровья экосистем, адаптации к изменению климата, борьбы с нищетой и многого другого. Вода лежит в основе устойчивого развития. 

Однако продолжавшиеся десятилетиями рост потребления пресной воды, чрезмерная эксплуатация подземных водных ресурсов, неэффективное управление пресноводными экосистемами, их нерациональное использование и загрязнение привели к увеличению нагрузки на водные ресурсы и к деградации водных экосистем. Это, в свою очередь, негативно сказалось на здоровье человека, экономической деятельности, поставках продовольствия и энергии. Ключевым фактором для достижения ЦУР, по многим из которых мы отстаем от намеченного графика, является прогресс в достижении цели 6, касающейся водных ресурсов и санитарии.  

С 22 по 24 марта 2023 года в НьюЙорке пройдет Конференция ООН по водным ресурсам. Проходящую под эгидой Генеральной Ассамблеи ООН Конференцию организуют Королевство Нидерландов и Республика Таджикистан. 

Проведение данной конференции послужит призывом к действию для каждого человека на планете в целях ускорения изменений и преодоления кризиса водоснабжения во всем мире. Она знаменует переломный момент и позволит призвать правительства, компании и отдельные лица предпринимать согласованные усилия и принимать на себя обязательства по достижению согласованных на международном уровне целей и задач, связанных с водой, включая те, что поставлены в Повестке дня в области устойчивого развития на период до 2030 года. Это самое важное событие, посвященное водным ресурсам, на памяти нашего поколения и первое мероприятие такого рода почти за полвека, и поэтому мы обязаны обеспечить его успешное проведение и результативность.

 

Участие ФАО в Конференции ООН по водным ресурсам 2023 года

В рамках подготовки к Конференции ООН по водным ресурсам 2023 года уже организовано несколько важных мероприятий, включая Римский диалог по водным ресурсам, состоявшийся в штабквартире ФАО 29 ноября 2022 года, и Африканский региональный практикум "Национальные планы действий в области водопользования", прошедший 22–24 февраля в Зимбабве в поддержку коллективных действий на национальном уровне для разработки национальных планов действий в области водопользования в рамках Повестки дня на период до 2030 года. Признавая, что доступ к воде играет ключевую роль в достижении всех ЦУР, ФАО включила также этот вопрос в повестку дня всех руководящих органов, и ему же будет посвящена Конференция ФАО, которая пройдет в этом году в июле.  

Генеральный директор ФАО др Цюй Дунъюй примет участие в Конференции ООН по водным ресурсам 2023 года, выступив в качестве модератора Интерактивного диалога 5 на тему "Десятилетие действий в области водных ресурсов: ускорение реализации целей Десятилетия, в том числе с помощью Плана действий Генерального секретаря ООН". Будучи одним из ведущих учреждений ООН, ФАО совместно с Программой развития ООН и Всемирным банком также окажет техническую поддержку при проведении Интерактивного диалога 2 на тему "Вода для развития: оценка стоимости водных ресурсов, взаимосвязь между водными и энергетическими ресурсами и продовольствием и устойчивое экономическое и городское развитие". ФАО организует параллельное мероприятие, посвященное национальным планам действий в области водопользования, выступит одним из партнеров и поддержит три специальных мероприятия и около 20 параллельных мероприятий, как описано ниже.
