背景 

水与每个人息息相关。水关乎人类健康和福祉、粮食生产、能源、生态系统健康、气候适应、减贫等。水是可持续发展的核心。 

然而，数十年来淡水汲取量增加，地下水过度开采，淡水生态系统管理不善、滥用和污染，加剧了水资源紧张，造成与水相关的生态系统退化。这对人类健康、经济活动、粮食和能源供应造成负面影响。鉴于在实现许多可持续发展目标方面偏离轨道，在关于水和环境卫生的可持续发展目标6方面取得进展是实现所有其他可持续发展目标的关键。  

联合国2023年水事会议将于2023年3月22-24日在纽约举行。会议由联合国大会召集，由荷兰王国和塔吉克斯坦共和国共同主办。 

会议将向地球上的每一个人发出行动呼吁，号召大家加速变革，解决世界各地的水危机。会议将作为转折点，呼吁各国政府、企业和个人齐心协力，致力于实现国际商定的与水有关的目标和具体目标，包括《2030年可持续发展议程》中规定的各项目标。这是一次具有重要意义的水事盛会，也是近50年来首次举办的水事活动，因此应努力使会议取得成功，扩大影响力。 

粮农组织参与联合国2023年水事会议

在联合国2023年水事会议之前，已经举办了若干重要活动，包括2022年11月29日在粮农组织总部举行的罗马水对话、2月22-24日在津巴布韦举办的 国家水路线图非洲区域研讨会，旨在促进在国家层面采取集体行动，为实现《2030年议程》制定国家水路线图。认识到水是实现所有可持续发展目标的核心，粮农组织还将水纳入了各治理机构的议程，水将成为今年7月粮农组织大会的主题。    

在联合国2023年水事会议上，粮农组织总干事屈冬玉博士将主持关于“水行动十年：加速实现十年目标，包括落实《联合国秘书长行动计划》”的对话5。粮农组织作为联合国的共同牵头机构，将与联合国开发计划署和世界银行一道，为关于“水资源促进发展：重视水、水-能源-粮食关系以及可持续经济和城市发展”的对话2提供技术支持。粮农组织将组织国家水路线图会外活动，协办并支持三项特别活动和约20个会外活动，具体如下。
