Overview of the main resolutions of the Council APF CR held in Ostrava on 9-10th March. The council APF CR concluded that any of the proposed points/amendments from the previous Council held in November 2015 were not fulfilled by the Minister/ry of agriculture. Therefore APF CR insists on the previous resolutions and repeatedly asks the Minister of the agriculture to send promised analysis about individual requests for 2014 and 2015 according to promised ÚZEI analysis to the impact of redistributive payment in the CR.

In the context of changes in government regulation on direct payments for 2017 were proposed:

· Introduction of payments for the first hectares as the fairest possible to support small farmers;

· Introduction of the scheme for small famers;

· Abolishment of the requirement that all applicants for direct payments have to be an agricultural entrepreneur and simplify the conditions to fulfill the active farmer scheme;

· Abolishment of the % so-called insignificant agricultural activities under a third (e.g. 5 %);

· The inclusion of culture “G” (grass on arable land) to areas of EFA;

· Open discussion on capping;

· Increase payment on 150 ha instead of the current 90 ha at young starting farmers;

· Etc.

The Council APF also insists within the Rural Development Program on:

· Decreasing of the maximal project from 150 mil CZE to 30 mil CZE;

· Maximize advantages of smaller projects in RDP;

· Limit changes while receiving the applications;

· Extension of eligible expenditure, especially for small projects, and allowing the purchase of machinery and offsetting their own work;

· Returning the benefits of consensual decision making in Ministry of Interior at RDP;

· Respect the role of NGO’s by reducing the number of voting officials in the frame of Ministry of Interior at RDP;

· Etc.

In order to decrease bureaucracy the Council APF CR still insists on:

· Decreasing number of controls at farmers and increase their meaningfulness and revise the number of officials;

· Simplify allocation of simply agricultural buildings in the landscape, fencing, creation of water ponds;

· Etc.

The Council APF CR has repeatedly asked for:

· Abolishment of expensive brands of quality and support real local market;

· Fundamental amendment of Hunting law towards strengthening the landowners and private farmers rights (especially create hunting ground). The Council APF CR absolutely refuses the document prepared by the Ministry of agriculture that does not fulfill proposed amendments.

The Council APF CR further set tasks to the Presidium of APF CR:

· To create a platform for young farmers in the frame of APF;

· To ensure better promotion of APF, its ideas and values that support family entrepreneurs and free, economically independent rural areas;

· To continue with professional seminars and trainings for our members and prepare and implement National and International grant project;

· Etc.
