Reaching 25% organic land with the right knowledge – Priorities for the new Organic Action Plan and the Horizon Europe Work Programmes

Our food and farming systems need to respect planetary boundaries, be climate-neutral, circular, diverse, and fair. They need to be prepared for the digitalisation of our economies, which brings new opportunities but also comes with risks. To achieve this, all actors in the food chain need to change – farmers, input suppliers, processors, retailers, marketers as well as consumers. Policymakers have a crucial role to play in this transformation by ensuring a common, integrated, and holistic vision to food and farming policy. The Farm to Fork strategy1 launched by the European Commission offers such a vision and ambitious targets to reduce the dependency on pesticides and antimicrobials, reduce excess fertilisation, and reverse biodiversity loss. Recognising the potential of organic agriculture to drive the transition to sustainable food systems, the Farm to Fork strategy has set the objective of achieving at least 25% of the EU’s agricultural land under organic farming by 2030. While ambitious, we can reach this target if we all work together. In addition, the implementation of the new organic regulation (EU) 2018/848 in 2022 and will pose new challenges. TP Organics, the European Technology Platform for organic food and farming, offers its expertise. Recognised by the European Commission for giving input in R&I programmes at EU, national and regional levels, TP Organics unites the entire organic value chain: production, input and supply, food processing, marketing, and consumption. Our mission is to strengthen research and innovation for organic and other agroecological approaches that contribute to sustainable food and farming systems. We are convinced that research and innovation can help to achieve the 25% target and enable the transition of our food systems towards a more sustainable future for all. The research topics put forward in this paper will help the European Commission to design the new Organic Action Plan and set the right priorities in the Work Programmes of Horizon Europe. Rather than being exhaustive, this paper represents a first input. TP Organics will work to provide more elaborated input ahead of upcoming deadlines. The presented research priorities reflect the knowledge and innovation needs of farmers, processors, companies, and civil society groups, based on TP Organics’ Strategic Research & Innovation Agenda that was published in December 2019 as the result of an intensive participatory process held in 2018-2019. The organic stakeholders are eager to work with researchers to tackle these needs and transform the food and farming systems of Europe.
