The programme's main goal is to improve the quality of life and income of the poor and near-poor in Belize by designing and developing permanent access to a wide range of superior financial services including savings, credit, insurance, fund transfer and other financial products and services that meet their needs at an affordable cost.

The programme is being implemented in the rural areas of all the Belize districts and will target the productive poor (including small farmers, crafts men and women, artisans, and entrepreneurs in other industries) and poor sectors of the rural population, including women and youth.
