WORK PLAN FOR NEXT BIENNIUM

The Working Party will operate through three Sub-Working Groups on the following subject: a) effects of environmental changes on fishery resources; b) river fisheries and c) lake and reservoir fisheries. It will also deal with problems concerning the introduction of exotic species.

Effects of environmental changes on fishery resources

The Working Party members agreed that the growing degradation of inland aquatic environment throughout the continent, both as a result of pollution and of the impact of other human activities, was a serious cause for concern.

i) Pollution

Pollution of the aquatic environment is apparently increasing in extensive areas in Latin America and it is, therefore, rather urgent to reactivate the Sub-Working Party on this subject. There are two matters which require immediate attention:

ii) Evaluation of the impacts of dams and other hydraulic works

Knowledge on the impacts of dams and other hydraulic works on fish population and fisheries should be expanded. This information is necessary for planning fisheries management for each individual watershed which is rapidly changing. It is also essential to evaluate impacts of new structures when they are still in the planning stage, so that their damaging effects can be reduced to the minimum. This part of the programme is being implemented with the collaboration of the other two Working Parties.

Fishery resources in lakes and reservoirs

This Sub-Working Party has participated in several activities in connection with the use of large and small reservoirs for intensive fishery production. Large masses of water have been captured in dams distributed throughout South America, Central America and the Caribbean and plans are being made for daming many others, which represent an important environment for fishing activities. There is a great bulk of information on some dams, as well as on the main species they contain. However, a synthesis on the ecology of fish populations in Latin American dams has not been made. Guidelines for fishery management and development of these water masses have not been prepared either. Consequently, it is highy advisable to convene a main meeting on this subject as soon as possible. Obviously, this will require a financing source aditional to FAO's support as well as the offer of some country in the Region to host the meeting.

River fishery resources

The activities of this Sub-Group which have been disseminated through several publications, meetings and other media, have significantly contributed to the understanding of processes under way in the fisheries of large river watersheds of the Region. Short and medium term priorities should be aimed at advancing these activities, continuing with the collection and interpretation of information on river fisheries, that will facilitate the administrators' tasks of formulating better policies for the conservation of river fish populations and management of their exploitation. On the other hand, plans are being made to include smaller river watersheds and develop a more active participation aimed at including subjects concerned with fishery resources in the integrated planning and management of river watersheds.

Introduced species

The Working Party is gathering information on the introduction of species in the COPESCAL Region, with the collaboration of the COPESCAL Working Party on Aquaculture. It also examined the EIFAC Code of Practice for reducing the risk of introductions of new species in order to adapt it to the Region's needs.
