MAIN DECISIONS AND RECOMMENDATIONS OF THE EIGHTH SESSION OF COPESCAL

SUBJECT III. MEASURES ADOPTED REGARDING DECISIONS AND RECOMMENDATIONS OF THE SEVENTH SESSION AND INTER-SESSIONAL ACTIVITIES

To the attention of FAO

1. Continue through FAO providing assistance on fisheries legislation upon the request of interested countries (9).

SUBJECT IV. REVIEW OF SELECTED ISSUES OF INLAND FISHERIES AND AQUACULTURE IN THE COPESCAL REGION

To the attention of FAO

1. Present the statistical information in future reports separately for inland fisheries and aquaculture (14).

To the attention of FAO and Governments

1. Promote the criterion of management of inland fishery resources by river basins (17).

To the attention of Governments

1. Promote the formulation and implementation of management schemes that favour the decentralization of the decision-making capacity on fisheries management and the transfer of relevant resources to the respective local administrations (18).

2. Assign adequate rights on the exploitation of the fisheries resources to the fishermen and their communities and support the efforts of the fishermen to organize themselves in order to improve the obtainment of benefits derived from their activities (18).

3. Promote the harmonization of commercial and recreational fishing activities (19).

1. Study the feasibility of formulating a regional project on support to the development and management of sport fisheries (19).

2. Define the concept of ornamental species in order to facilitate the identification of living organisms falling under this category (20)

SUBJECT V. PROMOTION AND IMPLEMENTATION OF THE CODE OF CONDUCT FOR RESPONSIBLE FISHERIES

1. Take the necessary steps to improve institutional co-operation at national level (27)

1. In the implementation of the Code of Conduct for Responsible Fisheries, attention should be given to the themes of introductions, transfers and disease transmissions (28).

2. Use the comparative advantages of COPESCAL to carry out training activities, workshops and seminars as part of the implementation of the Code of Conduct for Responsible Fisheries (32)

SUBJECT VI. REVIEW OF OPTIONS TO STRENGTHEN THE ROLE OF COPESCAL

To the attention of FAO

1. Keep COPESCAL under Article VI of the FAO Constitution (39).

2. Abolish the COPESCAL Working Parties on Fishery Resources, Aquaculture and Fishery Technology (40).

3. Substitute the abolition of the subsidiary bodies of the Commission by a cooperation mechanism which would permit a more efficient and flexible use of the available financial and human resources (41).

To the attention of Governments

1. Take steps, through the delegates with their governments and civil society in their respective countries, to obtain a serious commitment regarding both financial and in kind support, to complement the resources assigned by FAO to carry out the activities of the Commission (42).

1. Maintain through FAO the same level of budget allocated for the work of COPESCAL (42).

To the attention of FAO and Governments

1. Identify activities of common interest to the members of the Commission and prepare a programme of priority activities for the inter-sessional period (42).

1. Maintain through FAO the services of the thematic technical secretaries according to the Terms of Reference of its Technical Officers (42).

1. Nominate co-ordinators of subject matters or activities, who would promote the development of activities or subject matters at the regional level (42).

1. Review the Statutes and Title of the Commission, in order to give aquaculture a more explicit scope. The revised title of COPESCAL could be: “Commission for Inland Fisheries and Aquaculture of Latin America and the Caribbean” (45).

2. Submit the reports of COPESCAL to the FAO Regional Conference for Latin America and the Caribbean (46).

1. Send to the Secretary of the Commission, within one month, proposals of activities to be considered within the programme of work for the inter-sessional period (47).

1. Hold a workshop on the marketing of inland fishery products and aquaculture in Latin America and the Caribbean (47),

2. Carry out a study on the management of shared catfish resources in the Amazon Basin. (47),

3. Carry out a study on the genetic improvement of tilapia. The delegate from Costa Rica offered one of his aquaculture centres to eventually create a bank of tilapia genetics (47).

4. Utilize the existing capacity in Cuba, Chile and Mexico to promote training and technical assistance for the members of COPESCAL (47).

5. Hold a regional workshop on aquaculture in small reservoirs (47),

6. Hold a regional workshop on rural aquaculture (47).

7. Hold a workshop on the reactivation of the Information System on Aquaculture for Latin America and the Caribbean (47).

SUBJECT VII. OTHER MATTERS

1. Organize a workshop on International Management of the Shared Catfish Resources of the Amazon Basin (52).

2. Send to the delegate of Chile on behalf of the National Correspondents information to be distributed among COPESCAL Members (53).

1. The election of Brazil as Chairman and El Salvador, Chile and Mexico as Vice-chairmen respectively (55).
