ABSTRACT
The eleventh session of the Compliance Committee was held on 29–30 June 2017 at FAO headquarters, Rome, Italy. Following the conclusions of the intersessional meeting of the CoC (January 2017, FAO headquarters), the session reviewed the work carried out during the intersessional period and took stock of the progress made in the implementation of Target 3 of the mid-term strategy (2017–2020) towards the sustainability of Mediterranean and Black Sea fisheries. Furthermore, the session analysed the national reports submitted by contracting parties and cooperating non-contracting parties (CPCs) on the status of implementation of decisions adopted by the Commission at its thirty-ninth session (May 2015, Milan) and fortieth session (May/June 2016, Malta) and furthered its deliberations on the ongoing identification and clarification process, including in relation to relevant non-contracting parties. Proposals for new decisions relating to compliance issues expected to be adopted by the Commission at its upcoming session were discussed, including the draft Regional plan of action for the fight against illegal, unreported and unregulated (IUU) fishing. Important aspects associated to the control of fishing operations, with particular reference to a joint inspection plan for demersal fisheries in the Strait of Sicily, were outlined. The session adopted its work programme for the next intersessional period and elected the new members of the CoC bureau.

RÉSUMÉ
La onzième session du Comité d’application s’est tenue les 29 et 30 juin 2017 à Rome (Italie). Conformément aux conclusions de la réunion intersessions du Comité d’application (janvier 2017, Italie), les participants à la session ont examiné les travaux effectués pendant la période intersessions et ont fait le point sur l’état d’avancement de la mise en œuvre de la Cible 3 de la Stratégie à moyen terme (2017-2020) en faveur de la durabilité des pêches en Méditerranée et en mer Noire. Ils ont également analysé les rapports nationaux présentés par les parties contractantes et les parties non contractantes coopérantes sur l’état d’avancement de la mise en œuvre des décisions adoptées par la Commission à sa trente-neuvième session (mai 2015, Milan) et à sa quarantième session (mai/juin 2016, Malte) et ont poursuivi leurs délibérations concernant le processus d’identification et d’éclaircissement, notamment auprès des parties non contractantes concernées. Les propositions de nouvelles décisions relatives aux questions touchant à l’application susceptibles d’être adoptées par la Commission à sa prochaine session ont été examinées, y compris le projet de plan d’action régional pour la lutte contre la pêche illicite, non déclarée et non réglementée. D’importants aspects concernant le contrôle des opérations de pêche, notamment un plan d’inspection conjoint des pêches démersales dans le canal de Sicile, ont été présentés. Les participants ont adopté le programme de travail pour la prochaine période intersessions et ont élu les nouveaux membres du Bureau du Comité d’application.
