The Paraguay National Forest Institute (INFONA) currently produces the forest-change maps that the Environment Secretariat (SEAM) uses for Reducing Emissions from Deforestation and Degradation (REDD+) reporting. SEAM combined this information with NFI information provided by INFONA for the final calculation of emissions to report to the United Nations Framework Convention on Climate Change (UNFCCC). INFONA does not have a methodology to map all Intergovernmental Panel on Climate Change (IPCC) land classes for greenhouse gas (GHG) reporting. SEAM has been producing its own land-use and land-cover maps for these purposes. All maps that are produced by INFONA are validated by SEAM, and the validation feedback and results are provided back to the INFONA mapping team. For some types of forest, the accuracy percentages are very low, and those results are consistent through the years. In addition, INFONA is not mapping forest gain. Every year it uses the 2015 forest mask and measuring loss results against this mask. The different departments within INFONA, including the Forest Inventory and Cadaster departments, are not fully coordinating their separate land-use plans. Additionally, because INFONA's and SEAM's maps are not currently compatible, it is difficult for the agencies to determine legal versus illegal deforestation. SEAM reviews the environmental impact statements and approves the licences, but INFONA approves the land-use plans and holds the NFI data. Currently, it is very difficult for the agencies to determine whether land clearing, specifically in the Chaco, has been approved or not. As such, landowners can deforest beyond the 75 percent rule with relative impunity. Proposed SilvaCarbon support for FY19 includes:(1) Assist the INFONA Cadaster department with the development of a geo database to organize and manage the cadaster reports they receive annually from land owners in the Chaco region. This database will allow the sharing of current land use and forest change with the Forestry Information Department and with Management Department at INFONA.(2) Training in the use of Google Earth Engine (GEE) delivered to both INFONA and SEAM, in order to align the mapping methodologies used by the two institutions. INFONA has a methodology established to map forest change. This methodology is run in GEE to produce a basic mosaic, and then uses the Monte Carlo methodology, QGIS, and ArcGIS software.(3) Facilitate targeted assistance by a specialist from BU, in order to review the validation methodology used at SEAM, and train both SEAM and INFONA to perform an accuracy assessment of their forest change results.(4) Facilitate targeted assistance by land-use mapping expert from UMD, who will provide support on mapping forest gain and assist the mapping team on developing metrics to separate plantations from native forest.

Support will also include short- to medium-term technical visits to relevant research institutions and/or USFS units in the United States of America by Andean Amazon host-country partners. This ongoing support will strengthen and contribute to the community and network of forest and terrestrial carbon technical experts. The SilvaCarbon programme has successfully developed long-term partnerships in countries such as Peru, Colombia and Honduras. In an effort to leverage these advances in Latin America and expand to other countries in the region and promote further South-South collaboration, SilvaCarbon will engage countries such as Paraguay, among others, by inviting relevant actors to participate in SilvaCarbon and other activities.

Following the recommendations from the 23rd session of the Committee of Forestry (COFO), FRA 2020 is conducting a participatory global remote sensing survey (FRA 2020 RSS) with the scope of improving estimates of forest area change at global and regional scales. The FRA secretariat, in collaboration with the Joint Research Center of the European Commission (JRC) and the FAO working group on remote sensing, has developed a worldwide methodology for the FRA 2020 RSS, which is also scalable to national assessments. The scope and the methodological design of the survey were defined on the basis of experiences, in particular from the previous FRA 2010 RSS and taking advantage from technological progress as well as from the increased availability of satellite imagery. OBJECTIVES Provide independent and consistent estimates at global, regional and Global Ecological Zone (GEZ) levels on:• Land use and land cover area in 2018.• Changes in land use area and land cover for the periods 2000-2010, and 2010-2018.• Deforestation drivers.• Develop national capacities in remote sensing.• Build up a global network of FRA RSS experts. IMPLEMENTATION Image analysis is done through visual interpretation using Collect Earth Online software developed under the Open Foris initiative by FAO in collaboration with NASA. More than 35 national and regional workshops will be implemented in 2018-2020 to train about 800 country experts and collect data on 430,000 FRA remote sensing samples. PARTNERS The development and implementation of FRA 2020 RSS strongly relies on partnerships. FRA 2020 RSS counts on financial support from EC and NICFI and technical support from JRC, SLU, NASA, IIASA. Countries are actively engaged in the data collection and image analysis process.

In 2011, BMU, together with IUCN, launched a new global initiative called the Bonn Challenge, which now acts as a global platform for FLR. Under this initiative, some 74 countries have committed to restoring about 210 million ha of degraded landscapes by 2030. In 2015, the African Union and its member states agreed on the "African Forest Landscape Restoration Initiative"/ AFR100 to restore 100 million ha of degraded land by 2030. Target Goal: Increase the economical, ecological, and climate benefits of appropriately planned large-scale FLR for stakeholders at the national, regional, and local level.In order to achieve significant country-level results from the outset, as well as generate experience and knowledge relevant to the regional level (AFR100 initiative), the program focuses on developing and implementing FLR interventions at the level of selected land areas of each partner country on the ground at different levels (Output I), preparing a significant portion of each country's committed area for large-scale forest landscape restoration (Output II), promoting additional FLR funding (Output III), and increasing the level of ambition for FLR in partner countries through better knowledge management and sharing, including impact monitoring and learning.

SilvaCarbon will continue to work with host country partners in Honduras, Guatemala and El Salvador to improve national forest inventories (NFIs) so that they are statistically robust and integrate both country and regional level information needs. This is required for the creation of their measurement, reporting and verification (MRV) systems as referenced in their emission reduction programmes. The NFI designs of these countries need to be developed or improved in order to be made more statistically robust and consistent over time to support forest management and conservation planning, feed into the national greenhouse gas (GHG) inventory for international reporting purposes, and provide data for national Reducing Emissions from Deforestation and Degradation (REDD+) MRV systems.

The specific objective of the project was to facilitate the adoption of earth observation techniques and ensure the methodological and technological know-how within central African countries, which will enable local institutions to carry out forest cover monitoring according to the international guidelines required to participate and benefit from the REDD+ mechanisms and funding. The main components of the project were: 1. Ensure the provision of earth observation satellite data and processing tools in a sustainable way, based on to the African countries' needs to implement national forest monitoring according to the REDD+ guidelines and requirements;2. Strengthen the local capacities of public/private institutions and civil society organisations, which have developed internal capacities in the use of earth observation satellite data and are willing to contribute to information production required in terms of forest monitoring;3. Support the production of forest cover and forest cover change maps in several central African countries in relation to their needs for the implementation of MRV systems in the framework of REDD+ mechanism, and in relation to the ongoing initiatives and programs in this domain;4. Support the definition of research programs in the field of earth observation and the strengthening of research institutions networks, and facilitate north-south and south-south partnerships;5. Contribute to the coordination of existing and emerging initiatives in the field of earth observation for REDD+ in central Africa, and facilitate the participation of these countries to the major international initiatives, such as GEO and GMES for Africa.

The purpose of GeoForAfri Togo project is to complete the coverage of the rest of the Togolese territory in 2010 (about 166 000 km²). So that Togo may have a complete mapping of forest cover and its developments for 1990, 2000 and 2010 (thus forming the basis of a national forest monitoring system or NFMS). The achievement of 2010 mapping, together with the European Space Agency's GSE Forest Monitoring (GSE–FM) REDD extension project, will benefit from "economy of scale", thus minimizing production costs. On the other hand, the map products provided under GeoForAfri follow the exact technical specifications of the GSE–FM REDD project and, as such, benefit from the dissemination activities and training incurred in Togo to promote their use.

To ensure that SilvaCarbon-supported activities and products are fully integrated into related national initiatives, SilvaCarbon will deliver targeted, bilateral assistance as a follow-up to regional workshops in Asia (including regional activities from previous years and proposed FY19 regional activities). Priority will be given to technical requests that demonstrate clear links to broader efforts at national level, such as access to climate funding, and activities that ensure collaboration with other programmes, such as SERVIR-Mekong, SERVIR-HKH, and the Food and Agriculture Organization of the United Nations (FAO). Follow-up technical assistance may take various forms, including "details" or short-term assignments of USG technical experts to work alongside in-country partners to tackle a technical challenge, small group hands-on training sessions, and webinars and backstopping support. Potential examples include: (1) collaborating with SERVIR hubs to train government representatives in different aspects of the regional land-cover monitoring system (RLCMS); (2) country-level technical assistance as a follow-up from regional workshops/training; (3) other opportunities as they emerge, e.g. providing technical support to Cambodia in the area on integrating remote-sensing and field-inventory data, if funding of national forest inventory (NFI) activities is approved in 2019.

Follow-up Webinar on Open Source Change Detection

During the regional SilvaCarbon training on change detection conducted at the end of March, participants from South and Southeast Asia identified two priority topics for further capacity-building support: the mapping of agricultural crops, and working with radar data. While both of these topics will require hands-on training, SilvaCarbon and the United States Forest Service (USFS) Geospatial Technology and Applications Center (GTAC) began the process by sharing some promising approaches in the form of video demonstrations and exercises. Those materials are available here. On 3 July a video conference with GTAC trainers was held to review the materials and discuss practical applications in the context of Cambodia. Building on the key findings and recommendations from the Global SilvaCarbon programme's technical workshop on monitoring forest restoration (December 2017), the Asia Regional SilvaCarbon programme will conduct a one-week, hands-on training for a mix of remote-sensing and geographic information systems (GIS) specialists from forestry agencies from the Mekong region. The training will be organized in collaboration with the Food and Agriculture Organization of the United Nations (FAO) and SERVIR-Mekong, and the Center for People and Forests (RECOFTC). Countries planned to be involved in the training are Cambodia, the Lao People's Democratic Republic, Myanmar (funded by FAO), Thailand (funded by RECOFTC), and Viet Nam. The training will help partner agencies to address their mandates for planning and monitoring large-scale restoration efforts, by sharing tools and methods for long-term monitoring, e.g. time series, spatial modelling. In addition to demonstrating some practical remote sensing tools, the training will dedicate time for discussing framework and key elements and for identifying country-level activities. Depending on interest and enabling conditions, SilvaCarbon could work with one or two countries on tailoring some for the presented tools to meet their specific needs, through direct technical assistance or small group trainings that will be delivered later in FY19.

Following the recommendations from the 23rd session of the Committee of Forestry (COFO), FRA 2020 is conducting a participatory global remote sensing survey (FRA 2020 RSS) with the scope of improving estimates of forest area change at global and regional scales. The FRA secretariat, in collaboration with the Joint Research Center of the European Commission (JRC) and the FAO working group on remote sensing, has developed a worldwide methodology for the FRA 2020 RSS, which is also scalable to national assessments. The scope and the methodological design of the survey were defined on the basis of experiences, in particular from the previous FRA 2010 RSS and taking advantage from technological progress as well as from the increased availability of satellite imagery. OBJECTIVES Provide independent and consistent estimates at global, regional and Global Ecological Zone (GEZ) levels on:• Land use and land cover area in 2018.• Changes in land use area and land cover for the periods 2000-2010, and 2010-2018.• Deforestation drivers.• Develop national capacities in remote sensing.• Build up a global network of FRA RSS experts. IMPLEMENTATIONI mage analysis is done through visual interpretation using Collect Earth Online software developed under the Open Foris initiative by FAO in collaboration with NASA. More than 35 national and regional workshops will be implemented in 2018-2020 to train about 800 country experts and collect data on 430,000 FRA remote sensing samples. PARTNERS The development and implementation of FRA 2020 RSS strongly relies on partnerships. FRA 2020 RSS counts on financial support from EC and NICFI and technical support from JRC, SLU, NASA, IIASA.Countries are actively engaged in the data collection and image analysis process.

Aligning reporting from the agriculture, forestry and other land use (AFOLU) sector under Reducing Emissions from Deforestation and Degradation (REDD+) and the national greenhouse gas inventory is an important prerequisite for accessing results-based payments. Countries in the region, making progress towards harmonizing the different data sets, are faced with a number of technical and institutional challenges. While many of the key decisions related to data alignment are made at national level, countries can benefit from sharing related experience, progress, challenges and resources. This workshop will discuss operational approaches that can help with data alignment, and bring together senior-level decision-makers, paired with experienced technical staff directly involved in measurement, reporting and verification (MRV) processes. The Food and Agriculture Organization of the United Nations (FAO), FCPF, and other partners such as the Japan International Cooperation Agency (JICA) and the German Corporation for International Cooperation (GIZ), will collaborate on the workshop organization and opportunities for follow-up activities at country level.

Combining REDD, PFM and FSC Certification in South-Eastern United Republic of Tanzania

This project aimed to develop improved methods of measuring carbon stored in miombo woodlands, and from this develop efficient participatory assessment and monitoring procedures and protocols for monitoring and verification through remote sensing. Another major component was the development of best practice for delivering and monitoring benefits to communities. The project proposed to leverage Reducing Emissions from Deforestation and Degradation (REDD+) as a catalyst to expand participatory forest management + Forest Stewardship Council (PFM + FSC) over a wider area, bringing substantial benefits to poor and natural resource-dependent rural communities and conserving greatly increased areas of forest.
