Key Legal Framework
The Global Record programme is a concrete tool developed subsequently to and in conformity with a series of legal instruments, agreements, declarations and reports, including:
- The 1982 UNCLOS: United Nations Convention on the Law of the Sea;
- The 1993 FAO Compliance Agreement;
- The 1995 FAO Code of Conduct for Responsible Fisheries;
- The 1995 UN Fish Stocks Agreement;
- The 2001 International Plan of Action to Prevent, Deter, and Eliminate Illegal, Unreported and Unregulated Fishing (IPOA-IUU);
- High Seas Task Force (2006). Closing the net: Stopping illegal fishing on the high seas;
- The 2005 Rome Declaration on Illegal, Unreported and Unregulated Fishing;
- FAO’s 2007 Model scheme on port State measures to combat illegal, unreported and unregulated fishing;
- The 2009 Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing;
- The 2014 Voluntary Guidelines for Flag State Performance.
