The FAO Technical Consultation To Identify A Structure And Strategy For The Development And Implementation Of The Global Record Of Fishing Vessels, Refrigerated Transport Vessels and Supply Vessels (Technical Consultation), that met in Rome (8 – 12 November 2010), arrived at eleven recommendations to propose to the twenty-ninth session of the Committee on Fisheries (COFI) which will be held next year.
Principal recommendations were:
- that the FAO proceeds with a phased implementation of the Global Record programme over an eight-year period;
- that the programme should be launched as soon as possible as a voluntary initiative;
- that COFI requests FAO to work with member countries to identify administrative arrangements for the introduction and implementation of the programme’s first phase;
- that the Global Record programme should include all vessels, bar some exceptions, that fall within specific definitions as per the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing, including all vessels that are equal to or bigger than 10 GT, 10 GRT or 12 metres in length, and that a flexible approach should be taken to the inclusion of vessels fishing in fresh water areas and smaller vessels;
- that the provision of UVI numbers to all vessels which will be included in the programme, will be entrusted to a competent body, while separate criteria for smaller vessels will be developed.
