The Proposal

The Integrative Project for the Pacific and Nariño Border will be presented at the 2024 Investment Forum. It is founded on four key pillars: the pursuit of sustainable productive development; commercialization, agro-logistics, and markets; value addition in agro-industry; and environmental, social, and economic sustainability.

The project will be implemented in the Nariño region, specifically in the Sanquianga area, with a focus on intervening on bivalve molluscs “piangua” and artisanal fishing. The proposed intervention encompasses production, collection, processing, and commercialization in both sectors.

Led by the Agency for Territorial Renewal (ART), the project will be managed through a comprehensive governance system that includes civil society, territorial entities, sectoral entities, the private sector, and academia.
The total cost of both investments is being developed. Various territorial institutions involved in governance at the national and regional levels have set aside a budget of USD 10 million, as a contribution to the overall cost of the investment proposal.

Artisinal Fisheries

Artisanal fishing

In the fishing value chain, an intervention will be carried out on vessels, improving their technology and safety equipment. The modernization of the boats will allow access to fishing areas further from the coast. In addition, the intervention will strengthen collection and processing actions, developing community ice generation models to promote the cold chain and the quality of the products. The main objectives of the program are to improve collection, reduce transaction costs and strengthen the marketing of the product, which is essential for food security in the region.

Piangua

The intervention in the piangua value chain with the objective of promoting a sustainable increase in catches through the provision of vessels that facilitate the access of women (piangüeras in Colombia) to the most productive mangroves. In addition, support will be provided in the form of storage infrastructure to maintain live piangua in optimal conditions,

which is marketed to Ecuador, and to properly handle the shucked piangua, which is destined for the domestic market. In addition, a training program for processed products will be implemented to promote consumption beyond local markets.

In both initiatives, it will be essential to continue strengthening the governance of fishermen's and piangüeras’ organizations, as well as the business models of the value chains. This will make it easier for these communities to become fully involved and take ownership of all processes aimed at improving their quality of life in the Sanquianga subregion.
