Objective / Goal To improve coordinated emergency response to the El Nino-induced crisis and protect the livelihoods of farmers, pastoralists and agropastoralists affected by El Nino and at risk to the effect of La Nina.
Activities

Expected results: enhanced early recovery among El Niño-affected households and reduced impacts of La Niña on access to and availability of nutritious food and income through coordinated preparedness and early response interventions:

  • Output 1: Availability of information enhanced for timely and effective decision-making and contingency planning. Activities:
    • regular information sharing and mapping of interventions to optimize complementarity of interventions, collaboration and accountability to affected populations and to avoid overlaps;
    • understand regional decision-making processes and ensure that the necessary agriculture sector information flows are in place for effective regional office decision-making;
    • support information-sharing platforms through assigning a dedicated specialized expert, conducting trainings and providing necessary equipment;
    • undertake needs assessment to inform the planning and adjustment of preparedness and response interventions (the list of planned assessments can be found in Annex II);
    • undertake specific relevant technical studies on markets and alternative and complementary livelihood options; and
    • organize monthly DRM–ATF El Niño response and La Nina preparedness review meetings.
  • Output 2: Federal and regional coordination and linkages strengthened for harmonized emergency response and recovery. Activities: 
    • support the ongoing coordination initiatives in strengthening institutional and technical capacity and functionality of the DRM–ATF, including establishment of a monitoring system for federal and regional meetings, where these meetings are tracked by a dedicated staff member and calendars and updates shared to ensure effective follow-up of agreed actions and inform decision-making for humanitarian response;
    • complement coordination initiatives, ensuring that regular DRM–ATF coordination meetings at federal, regional and zonal levels are coordinated to inform each other;
    • ensure two-way communication between federal and regional level coordination, encouraging increased information flows from federal to regional level;
    • assess gaps, support regional coordination and ensure linkages with national coordination mechanisms;
    • strengthen engagement with the National Meteorology Agency and other relevant sectors, particularly in sharing climate, weather and early warning information at all levels and assist in analysis of their implications for food security, nutrition, agriculture livelihoods and ecosystems; and
    • undertake joint technical missions with Government and partners to facilitate learning and improved documentation.
  • Output 3: Technical capacity building and application enhanced. Activities:
    • train Government and other partners on various types of assessments to enable them to conduct necessary agriculture sector assessments;
    • assess technical gaps and conduct training of trainers to ensure capacity is built at regional level to support assessments and ensure their quality and timeliness; and
    • assess coordination needs and equip Government and other partners with relevant technical tools, standards and guidelines.
