The Module 2 corresponds to the first level of intervention of LAPs, i.e. national land administration institutions within which LAPs seek to promote more efficient, better quality services.

Module 2: National Land Administration Institutions (LAI)

Impacts of LAPs at LAI level

The main objectives of LAPs are to strengthen the security and legal certainty of tenure, generate more efficient, accessible transaction registration services, and provide transparent tenure information. The aim in the initial phases of LAPs was for modernized, strengthened LAIs to have an influence on cadastral and titling updating processes and more generally on the more efficient, effective provision of land administration services. It is currently expected that by simplifying their processes and bringing more transparency to access to information, the register and cadastre will be able to offer more accessible services and reduce insecurity and uncertainty about land tenure for both men and women. At the same time it is expected that LAS will help to resolve disputes related to tenure1 by strengthening institutional capabilities and the effective participation of civil societies. In view of the above, decentralized, efficient, transparent LAS can support the increase in the livelihoods of the most vulnerable populations2.

Furthermore, promotion and communication about LAS are expected to have positive impacts in terms of raising awareness among women and other groups that have historically been discriminated against, both in titling processes and in land management and registration. In parallel, information campaigns within institutions could encourage two-fold awareness of non-discrimination among LAI staff.

The results and impacts chain

Expected results and effects can be visualized according to a vertical logic which shows the cause-effect relations generated by LAP interventions. As regards the intervention of LAPs in LAIs, three main courses of action have been taken into consideration here: cadastral mapping and/or updating, modernizing and updating of the land register, and strengthening of land titling or regularization institutions.

The areas of intervention of LAPs within these courses of action are generally:

  • Modernizing the legal framework as regards land tenure and administration;
  • Promotion and communication within institutions and in society about land administration services with particular emphasis on women and other groups that have historically been discriminated against in these services;
  • Development and modernization of cadastral and registration information updating and management;
  • Legal diagnosis of land tenure and regularization, clearing and titling processes (RCT);
  • Identification of tenure disputes.
