The Food and Agriculture Organization of the United Nations (FAO) has designed and developed a tool for the monitoring and evaluation of Land Administration Projects (M&E-LAP) in the Latin American and Caribbean Region (LAC). This tool aims to support the design, implementation, monitoring and evaluation processes of these programmes and link them to the effective application of the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests (VGGT) and the Land Governance Assessment Framework (LGAF). 

This tool is designed in modules which represent the various levels of intervention of LAPs: the institutional level, corresponding to Land Administration Institutions; the local level, corresponding to municipalities and indigenous territories; and the household level. It also has two modules that bridge the levels of intervention of the LAPs, one corresponding to the context of LAPs in Latin America and the methodological proposal of the tool, and the other to the Fiscal, Financial and Economic Analysis. Each of the modules has a conceptual framework, practical guidelines, a results framework and various downloadable instruments. 

The LAP evaluation tool is based on the information contained in the literature and on the experience and knowledge of FAO and World Bank experts, but in particular on the experience of local experts involved in the implementation of these programmes.  

The various instruments of the tool have been used by LAP teams in Central America and the tool as a whole will be used very soon for evaluation of the LAP in Nicaragua (Dec. 2015) and Honduras (June 2016).
