Preparation of the final evaluation of the Guatemala LAP II

Phase II of the Guatemala Land Administration Programme (LAP II) takes place in the context of the construction of new institutions and lessons learned within the framework of work carried out by UTJ-Protierra. The Government of Guatemala accordingly prepared this project through the Cadastral Information Register (CIR) with the aim of funding cadastral work in the country, obtaining funding approval from the World Bank by Congressional Decree 1-2008.

The development objective of this project is to promote security in land tenure in the project area through the provision of efficient cadastral and land administration services accessible to the whole population. This project has four intervention components: i) establishing cadastral information and land tenure regularization; ii) cadastral maintenance infrastructure and land administration services; iii) legal and institutional strengthening of the cadastre-register; and iv) administration, monitoring and evaluation of the project. 

During the various project phases, the FAO team has been jointly involved with the World Bank to provide support and technical advice on fiduciary, technical and environmental and social sustainability issues, to monitor the implementation action plan and to establish priorities for each project phase, and to agree the evaluation stages.

The FAO is currently preparing the final evaluation of LAP II for which HEPAT [LAP evaluation tool] is being used in its preliminary version.
