Steps
1. In a heavy skillet, heat the Catibia flour for about 6 to 8 mn at medium-high temperature, stirring occasionally. Cool to room temperature.
2. In a separate bowl, mix the garlic, the water, and the salt.
3. Pour this seasoned, salted water into the flour and make a smooth dough. Knead no longer than 5 mn.
4. Cover the dough with a towel and let stand at room temperature for 15 mn.
5. On an oiled flat surface, roll out the dough into 1 4-inch thick and 5-inch diameter circles.
6. Place 1 tbsp of beef hash in the center of each circle. Fold each round in half and seal the edges with a fork.
7. Fry the turnovers on both sides in 1 inch of medium-high hot vegetable oil until golden brown.
8. Drain on paper towels. Serve immediately.
