Steps
1. Mix rice flour with dry spices and baking powder; add onions and chilies. Add water; mix, and knead dough well.
2. Heat a heavy skillet and pour oil on it. Make pingpong-size balls of dough; in the pan flatten each ball into a pancake. Cook both sides of pancake on medium heat.
3. Serve with butter or tomato sauce.
