Steps
1. Soak rice for 3 hours. Soak dals separately for 1 hour. In a blender, blend the green chilies, red chili, and salt with a little water. Remove.
2. Blend rice coarsely. Add dals to rice in blender, and grind them (no mooth).
3. Pour mixture in a container; add onions.
4. Heat oil in a frying pan. Pour some batter in the pan, and make a small hole in the center. Pour 2 tbsp around and at the center of pancake. Cook on low heat till edges brown; turn and cook the other side. Serve hot.
