Undertaking the evaluation itself necessarily means re-visiting the preparatory steps of planning (Step 1) and compiling information (Step 2), but in the mode of full fieldwork implementation.

The Step 3 tasks must draw upon those carried out previously in order to be coherent. Utilizing familiar tools and resources for the tasks can facilitate efficiency and effectiveness, but lessons learned in Steps 1 and 2 should be applied to Step 3 tasks.
