Toward Core Indicators for Resilience Analysis: A framework to promote harmonized metrics and empirical coherence

01/12/2022

As applications of resilience have increased the associated measurement options have grown. An unintended consequence of such growth is that the proliferation of resilience measurement approaches hinders efforts to generate evidence that is conceptually consistent and empirically comparable. To address this problem, the present paper provides a framework to promote harmonized measurement of resilience.

The framework is structured around three components: fundamental resilience concepts, resilience measurement domains, and integrated resilience measurement. To illustrate how elements of the framework can be applied to an empirical investigation, a set of indicators from a resilience-focused food security study was examined. In the conclusion, potential benefits of harmonized resilience measurement are discussed and some challenges are considered.

Highlights

  • The rapid and broad proliferation of resilience highlights the importance of having a shared perspectives about measurement.
  • The paper provides a framework to promote harmonized resilience measurement that will facilitate empirical coherence.
  • Harmonized resilience measurement may be achieved by using indicators that reflect the domains of resilience measurement.
  • The core indicators of the resilience analysis framework can help consolidate results generated by resilience measurement.
