FAO and the Government of Brazil launch a course on land administration and tenure governance in Latin America and the Caribbean

The training aims to strengthen the capacities of around 100 government officials and civil society representatives from the region.

Santiago, Chile, September 25, 2024 – The Food and Agriculture Organization of the United Nations (FAO), in collaboration with the Government of Brazil, through the Brazilian Cooperation Agency of the Ministry of Foreign Affairs (ABC/MRE) and the National Institute for Colonization and Agrarian Reform (INCRA), launched this Wednesday, September 25, the virtual course "Land Administration and Tenure Governance within the Framework of the Voluntary Guidelines on the Governance of Tenure (VGGT)" for the Latin America and the Caribbean region, with support from FAO Campus.

Developed within the framework of the Brazil-FAO International Cooperation Program, the training is part of a joint effort between FAO, ABC/MRE, and INCRA to promote the implementation of the VGGT in the context of national food security in the region.

Aimed at around 100 government officials and civil society representatives, the main goal is to develop comprehensive skills in understanding and applying land administration and responsible tenure governance, identifying challenges and opportunities for their implementation in territorial contexts.

Amparo Cerrato, land tenure and natural resources officer at FAO's Regional Office, explains that this training contributes to the understanding of the voluntary guidelines, to land administration in the region, and to achieving the Sustainable Development Goals (SDGs). She also emphasizes Brazil's long-standing commitment to implementing the VGGT, which is also reflected in the organization of this course.

For INCRA's Deputy President, Débora Guimarães, actions like this course, which fall under a South-South cooperation initiative, provide a platform for exchanging knowledge and sharing experiences in the search for solutions for the design and implementation of land access programs and policies.

According to Plínio Pereira, project analyst at ABC, the training is also an opportunity for Brazil to not only share knowledge but also learn, reflecting the spirit of cooperation.

Course Structure and Content 

Over the course of eight weeks, participants will be able to understand the fundamental concepts of land administration and responsible tenure governance and apply them to practical situations related to land governance in Latin America and the Caribbean. 

The course will feature virtual tutoring, both synchronously and asynchronously, and will cover topics such as: key concepts in land administration and responsible tenure governance; land administration systems, key components, register and property registration; and tenure governance analysis, among others.

The content is designed to add knowledge that will contribute to more just and responsible land governance, with a view to better production and a better quality of life in the region.
