A new targeting tool for social programmmes in Zambia

In this meeting, Ana Paola de la O Campos (Social Protection Officer, FAO) and Yadira Díaz (Postdoctoral researcher, Los Andes University) will present a new targeting tool that was developed in the context of a targeting analysis of social assistance programmes in Zambia and, in particular, of the Food Security Pack (FSP). The analysis revealed that social assistance programmes in Zambia are poorly coordinated and the current targeting model of the Food Security Pack (FSP) suffers from multiple challenges. These include a mismatch between the target group and selection criteria, a weak performance of geographical targeting, and a potentially negative impact of community-based targeting. The new targeting tool is expected to overcome these challenges and help social assistance programmes in Zambia achieve greater poverty reduction and food security impact. The new tool identifies population groups that suffers multiple deprivations. In this way, it can be used by different social assistance programs to pursue greater integration and stimulate the convergence of agricultural and social protection interventions.
