The essential point behind this project’s strategy and methodological component is promoting “transformational changes”. The departure of the strategy is the notion that changes are facilitated by the project by creating or tailoring the necessary tools, skills and capacities and by helping countries to develop the momentum needed to adopt new ways of dealing with water scarcity.

There are three important steps to execute, in order to achieve this:

1.       Creating/tailoring the tools – support the enhancement of the e knowledge base needed to improving water use and management within sustainable. This will help countries and farmers to develop a water efficiency and productivity framework comprising technical improvements to raise productivity and incomes together with governance and institutional improvements to ensure sustainability and equitable distribution of benefits.

2.       Creating the capacity – invest in capacity building at all levels to ensure that there is the ability to apply the tools developed. At the policy level, the project will support processes of study, debate and analytic support designed to equip decision makers with the understanding and skills to shape, adapt and implement strategies to put the tools into practice.

3.       Creating the momentum for change – support countries to develop the knowledge base, disseminate information and conduct inclusive processes of study and debate, the project will help to build consensus on a national water reform agenda and to develop the optimal suite of evidence-based policies and governance arrangements to deal with water scarcity, in general and to progress towards the achievements of the SDG 6.4 targets.
