世界食料デー(World Food Day, 10月16日)は、世界の食料問題を考える日として、国連が制定した国際デーであり、世界中で非常に活発な取組みが見られる国際デーの一つです。150に及ぶ国々に於いて50以上の言語により、何百ものイベントや取組みが開催され、政府や民間セクター、市民社会、メディア、そして若者を含む一般の人々がこの日に集います。加えて、この日は国連食糧農業機関（FAO）が創立された1945年10月16日を記念する日でもあります。FAOは飢餓に苦しむ人々を含め、誰一人取り残すことなく、全ての人が健康的な食事をとれるよう、世界的な認識と行動を促します。
2023年の世界食料デーは、急激な人口増加や都市化、経済発展、気候変動によって貴重な水資源が脅かされる中、命と食べ物の源である「水」に着目します。過去20年間で、我々は利用可能な淡水の概ね1/5を失いました。世界の24億もの人々が水不足の国に住んでおり、中でも世界人口の10％が深刻な水不足で危機的な状況に置かれています。他方、世界の排水の80％以上が未処理のまま環境に放出されており、2001年～2018年の全災害の約3/4は水災害で、それにより約7000億ドルの経済的損失が生じています。世界の農業用水の需要は2050年までに35％増大すると予測されています。ただ、地球温暖化を2℃以上ではなく、1.5℃に抑えることによって、水資源に恩恵をもたらし、気候変動による水不足が軽減されると予測されています。このように水資源の問題は、食料安全保障や生態系、人々の幸福等発展における様々な側面に深く関わって影響を及ぼしており、全ての人々に水が確保された未来を実現するため、今すぐ行動を起こす必要があります。
加えて2023年は、2030年を達成期限とする持続可能な開発目標（SDGs）の中間点にもあたり、9月18日～19日にニューヨークにてSDGsの達成に向けての進捗状況等を議論するSDGサミットが開催されます。
日本で行われる世界食料デー2023イベントは、世界の食料農業安全保障と、特に水資源の問題、そしてSDGsの進捗状況に焦点を当てます。日本で行われる世界食料デー2023のイベントでは、（1）水資源の課題に照らして世界の食料安全保障の現状を検証し、（2）SDGsサミットの成果を踏まえ、折り返し点を迎えたSDGｓの進捗状況と今後求められる行動について考えます。
本イベントはFAOが主催し、FAOと同じくローマに本部を置く国連機関である国連世界食糧計画（WFP）、国際農業開発基金（IFAD）の協力、そして日本の外務省や農林水産省の後援の下で開催されます。第一部は国連機関から、第二部ではFAO日本親善大使の国谷裕子氏からの報告となります。

‘Water is life, water is food. Leave no one behind’
Collective action across 150 countries worldwide is what makes World Food Day one of the most celebrated days of the UN calendar. Hundreds of events and outreach activities bring together governments, businesses, CSOs, the media, the public, even youth, in over 50 languages. They promote worldwide awareness and action for those who suffer from hunger and for the need to ensure healthy diets for all, leaving no one behind. The World Food Day also commemorates the founding of the Food and Agriculture Organization of the United Nations (FAO) on 16 October 1945. #WorldFoodDay 2023 shines a spotlight on water as the foundation for life and food. The availability of this precious resource is threatened by rapid population growth urbanization, economic development, and climate change.
Over the last two decades, roughly speaking, each of us on earth has lost one-fifth of the freshwater available to us. 2.4 billion people live in water-stressed countries and some 10% of the global population live in countries with high and critical water stress. On the other hand, over 80% of the world’s wastewater is released into the environment without being treated. Around 3/4 of all disasters from 2001 to 2018 were water-related and caused nearly USD 700 billion in economic damage. Furthermore, global water demand for agriculture is expected to increase 35% by 2050. However, it is estimated that limiting global warming to 1.5°C, compared to 2°C, will benefit water resources and reduce water stress induced by climate change.
As illustrated above, the issues related to water resources are deeply related to diverse development aspects such as our food security, ecosystems and well-being. We must take action to ensure a water-secure future for all.
The year 2023 marks the halfway point to the deadline set for achieving the 2030 Agenda and the Sustainable Development Goals. The 2023 SDG Summit takes place on 18-19 September 2023 in New York to discuss the progress towards achieving the SDGs.
The World Food Day 2023 event in Japan will (1) review the current food security situations in the world in light of challenges in water resources and (2) review the SDG Summit outcome to assess the SDGs progress at the halfway point and required actions for the future.
This World Food Day Japan event is organized by FAO, in cooperation with UN agencies based in Rome, World Food Program (WFP) and the International Fund for Agricultural Development (IFAD), and with the patronage from the Ministry of Foreign Affairs of Japan (MOFA) and the Ministry of Agriculture, Forestry and Fisheries of Japan (MAFF). The three UN agencies will present in the first part of the event. In the second part of the event on SDGs, Ms. Hiroko Kuniya, FAO National Goodwill Ambassador for Japan, will present.
