New FAO Study Unveils Governance Frameworks in Sub-Saharan Africa

The Development Law Service is pleased to announce the publication of the study "Mandate, Structures and Practices of Africa’s Regional and Subregional Organizations in the Development and Implementation of Normative Food and Agriculture Instruments."

Conducted in 2022, this study marks a significant achievement in understanding the governance structures influencing food and agriculture policy across Sub-Saharan Africa. Published by the Food and Agriculture Organization of the United Nations (FAO), it provides a comprehensive analysis of the mandate and governance architecture of the African Union (AU) and the Regional Economic Communities (RECs) in the region.

This groundbreaking publication offers crucial insights into the legal, normative, and institutional frameworks guiding the AU and RECs in promoting food security and sustainable agriculture. It also addresses the challenges these organizations face in domestic implementation and outlines potential areas for stronger collaboration between the AU, RECs, and FAO to better support Member States in achieving their agricultural and food security goals.

By offering a detailed exploration of governance structures and identifying avenues for future partnerships, the study serves as a roadmap for advancing the shared goal of improving food security across the continent. The findings highlight key opportunities for capacity building, technical cooperation, and enhanced alignment of regional and national agricultural policies—essential steps toward realizing the objectives of regional development agendas such as Agenda 2063 and the Comprehensive Africa Agriculture Development Programme (CAADP).
