DescriptionAnnounced an increase in public outlays for farmer subsidy payments meant to encourage crop rotation, notably between maize and soybeans.
NotesThe Government informed that public outlays for payments to encourage crop rotation will total CNY 2.56 billion in 2017, compared to CNY 1.44 billion last year (respectively USD 376 million and USD 212 million). Farmers will continue to receive per-hectare subsidies for rotating their maize crops with other crops (notably soybeans) every other year as well as to leave some land fallow (see also MPPU June’17). Reportedly, the area targeted by the subsidies has been raised to 800 000 hectares, about 85 percent more than last year. Payments will be concentrated in the country’s northeastern provinces (where, in recent years, maize expanded at the expense of soybeans) and to areas deemed unsuitable for maize cultivation.
