DescriptionAnnounced that it would promote the conversion of paddies into upland fields and increased the use of rice flour as a substitute for imported wheat flour. The moves would be part of its Food Security Reinforcement Policy Framework, a strategy geared at boosting local production and reducing reliance on imports of various agricultural products and basic inputs. To this end, it would increase payments for converting paddies into upland fields. With the aim of expanding the area planted to rice for rice flour production by 188 percent by 2030, compared to 2021 levels, it would also provide outlays to rice flour producers and farmers producing rice for flour production to help cover costs related to the developments of appropriate seeds, products, machinery and facilities.
