OBJECTIVES:

The Decision-support Specialist will work under overall supervision of the FAO Representative in Mongolia and technical supervision of the Lead Technical Officer, with close cooperation with the National Project Director. The Decision Support Specialist’s role will cover project “Strengthening capacity in the agricultural and land-use sectors for enhanced transparency in implementation and monitoring of Mongolia’s Nationally Determined Contribution (NDC)” 

The Decision-support Specialist will report to the National Project Manager and will provide expertise to facilitate a decision-driven approach to the project’s outcomes, including mitigation-related Measuring, Reporting and Verification (MRV) and project-related Monitoring and Evaluation (M&E). The Decision-support Specialist will help to ensure that capacities and systems are developed to produce action-oriented information that efficiently enables stakeholders to achieve national and local climate-related goals, especially those of the NDC.

 

THE DECISION SUPPORT SPECIALIST WILL CARRY OUT FOLLOWING DUTIES:


 Lead support to implementation of work under Component 1-Institutional arrangements enhanced to coordinate
preparation of ETF reports for agriculture, land-use, and other relevant sectors, and Component 2-Strengthened
capacity to measure emissions, removals, and emission-reduction activities from the agricultural and land-use
sectors of the project in manner consistent with the guidance of the National Project Director and the Technical
Working Group (TWG) as well as the requirements of the GEF and ETF requirements;


 Support the work of the Technical Working Group (TWG), particularly related to implementation of the National
Climate Change Monitoring Framework (NCCMF), metadata parameters, and associated indicator and tracking
systems for both GHG emissions, removals, and emission-reduction activities from agricultural and land-use sectors
(climate change mitigation - CCM);

 Prepare inputs to capacity needs assessment on institutional, data-collection, analysis, and reporting capacity gaps
and needs for meeting the requirements of the ETF with specific focus on the priority NDC actions for the
agricultural and land-use sectors;

 Specify the draft structure and data sharing arrangements of the NCCMF for an online data-sharing and archiving
portal and identify relevant service providers/specialists to develop the portal infrastructure;
 Work with key stakeholders to establish institutional arrangements, agreements and MoUs as necessary to facilitate
the provision of data and information to enable reporting of progress under the NCCMF and NDC in a manner that
meets the requirements of the ETF;

 Support piloting of the updated NCCMF online data-sharing and archiving portal and the preparation of ETF reports
for the agriculture and land-use sectors using the portal;

 Draft relevant TORs for project’s Letter of Agreements (LOAs) and contracts;

 Draft technical reports;

 Engage with stakeholders to understand and define relevant decisions and informational needs, especially related to
informational constraints to taking relevant actions;

 Propose options for analyses and data visualizations efficiently tailored to stakeholders’ need;

 Prepare inputs for assessment of improvements in capacity using the GEF CBIT tracking Tool;

 Facilitate the dissemination and broader use of the project’s best practices and lessons learned;

 Fulfilment of the PMU’s obligations as secretariat for the PSC and TWG;

 Perform other relevant duties as required;

 

REQUIRED SKILLS AND EXPERIENCES:

 

  •  Higher education degree, preferably in Animal science, Animal husbandry, Agronomy, or equivalent experience;
     A minimum of 6 years’ experience in the agriculture (had part in scientific research in livestock farming, in
    particularly in enteric fermentation/ manure management of livestock and/or crop land and pasture uses, or inventory
    in agriculture and land uses), and land-use sectors;
     Demonstration of understanding in climate change mitigation and adaptation, especially in the agriculture, and landuse
    sectors in Mongolia;
     Experience in Measurement, Reporting and Verification (MRV) and Inventory in Agriculture and Land-Use sectors
    is an asset;
     Demonstration of solid experience and ability to work with multi-stakeholders both at national and sub-national
    levels, including government agencies;
     Proven skills in excellent communication and networking;
     Excellent planning and organizing skills, accurate with attention to detail, and prioritization
     Able to work as part of a multi-national team with high competence and stability
     Excellent knowledge of English and fluent in Mongolian
     High computer literacy
     Experience in the UN system is an asset
