VA: Qualitative Data Analyst/Consultant

GENERAL DESCRIPTION

Under the overall supervision of FAO Representative, technical guidance of Early Warning Early Action Specialist of the Agricultural Development Economics Division of the FAO HQ in Rome and direct supervision of Resilience Programme Technical Advisor of the FAO country office in Mongolia theQualitative Research Consultant will carry out the following main task:

  1. Conduct qualitative data analysis to review two aspects of the Early Warning Early Action system in Mongolia (taking into consideration past and current work/studies of the Mongolian Red Cross Society (MRCS) and FAO: (1) the trigger mechanism and the effectiveness of ex-ante funding and (2) the potential for scale-up and institutionalization with relevant government agencies.
  2. Deliver a final report which contains a short executive summary (no more than 1,000 words) and a main body of the report (no more than 6,000 words) covering a description of the evaluation methods and limitations, findings, conclusions, lessons learned and clear recommendations. The report will be presented back to FAO and the MRCS via a virtual meeting to discuss the key findings. Details available at: http://www.fao.org/mongolia/news/detail-events/en/c/1305430/

Related to the above, the consultant will further undertake:

  1. Data collection by reviewing  country project documentation, data, interviews;
  2. Preliminary, informational interviews with key project stakeholders;
  3. Draft evaluation approach, work plan and data collection instruments;
  4. Analysis and report writing;
  5. Finalization and dissemination of report. 

MINIMUM REQUIREMENTS

  • Graduate or advanced (Masters or PhD) degree in a relevant social science discipline such as sociology, development studies, economics, anthropology, or related disciplines.
  • Minimum 5-8 years’ experience in evaluation, impact assessment, qualitative or quantitative research in the context of development assistance or humanitarian relief.
  • Previous experience with Anticipatory Action (AA), Forecast-based Financing (FbF), Forecast-based Action (FbA), Early Warning Early Action (EWEA) or related initiatives is an asset.
  • Fluent in Mongolian and English communication and report writing skills.
  • Any other duties as required.
