Global Support to International Plant Protection Convention

The aim of the project was to supplement the actions of project GCP/GLO/391/EC, regarding the Implementation Review and Support System of the International Plant Protection Convention, in order to enable the IPPC to understand the global situation in terms of implementation of the convention and its standards, and to develop products and services appropriate to the needs of IPPC members. The current project was intended to maximize the impact of programmes on standard-setting, capacity development and national reporting obligations by establishing a system to review implementation of the IPPC and its International Standard for Phytosanitary Measures (ISPM) by contracting parties to the International Plant Protection Convention (IPPC). 

What did the project do

The expected outcome of the project was to identify challenges and trends with regard to the implementation of the IPPC and its ISPMs. The project’s activities contributed to processes approved by the governing body of the IPPC with the aim of facilitating and promoting the implementation of the IPPC and its ISPMs, as well as of contributing to the IPPC strategic plan. The project improved the ability to monitor, encourage and support the harmonized implementation of the IPPC and its ISPMs by contracting parties, and provided feedback into the IPPC standard-setting process to improve the quality of new and revised standards. It did this by developing IPPC products, including contributing to the development of a monitoring and evaluation (M&E) framework, by providing support to IPPC meetings and training programmes, and by supporting capacity development initiatives.

Impact

The work conducted on the development of the M&E framework of the IPPC has resulted in tangible changes in the behaviour of IPPC staff. The training and cross-cutting work undertaken has brought a renewed spirit of teamwork within the secretariat. This difference has been noted by the contracting parties when they engage with the secretariat during meetings and other group events in Rome and at external sites.

Activities

  • IPPC products, including four major studies and four IPPC manuals, developed.
  • Training of phytosanitary capacity evaluation (PCE) facilitators supported through the development of the training curriculum, the preparation of training manuals and the translation of the PCE tool into other languages.
  • Experts brought together to raise awareness of new regulatory trends.
  • Support provided to key IPPC meetings.
  • M&E framework development for the IPPC.
  • IPPC pilot surveillance programme implemented.
  • PCE tool applied in Madagascar as a validation exercise.
  • IPPC communication and advocacy efforts supported and improved.
