Climate change, conflict, and policies are straining the livelihoods and adaptive capacity of pastoralists. Recurrent shocks contribute to increased food insecurity and famine in pastoral areas. This desk study aims to bridge pastoralist knowledge, local practices, and external interventions by synthesizing literature on pastoral knowledge and practices from the Greater Horn of Africa, Sudano-Sahel regions, and beyond.

Over the past three decades, however, countries like Kenya and Ethiopia have decentralized government functions to local-level structures, generating a governance system that better represents pastoralists’ needs and priorities. This desk study explores the extent to which state-owned policies and programs are able to deliver effective emergency responses and overcome humanitarian and development silos, while incorporating pastoral needs, priorities, and strategies.

Pastoralists have been traversing these territories since long before formal borders came into existence, but their way of life and modes of self-governance have become inextricably entwined with contemporary border phenomena. Transhumance and pastoral mobility cut across political boundaries, jurisdictions and authorities, and though they usually do so with a high degree of cooperative engagement between local communities, they can also encounter and become enmeshed in different manifestations of borderland violence – from criminality to human rights violations, armed insurgency and inter-community fighting. This research worked with communities and local research partners to learn about how violence works in some of the key borderlands.
