This fact sheet describes the second course in a series of e-learning courses on Rural Poverty Reduction. It considers the development of approaches to rural development through the 20th and early 21st centuries. It then describes the components of a multisectoral strategy and theory of change for poverty reduction, and the crucial role of stakeholder collaboration. The course then explains in detail the key policy areas that will lead to the goals of productive and inclusive rural transformation.

The impact of the COVID-19 pandemic will vary for different groups of rural population, with the highest impact expected to be on farmers and other vulnerable groups, especially women and youth. The COVID-19 pandemic is a health and human crisis threatening the food security and nutrition of millions of people around the world. Hundreds of millions of people were already suffering from hunger and malnutrition before the virus hit and, unless immediate action is taken, we could see a global food emergency. This topic addresses the resilience of agricultural livelihoods and the food system to COVID-19. Lessons learned by those who have had to manage disasters indicate that it is critical to understand, monitor, and anticipate the impacts of crises on agriculture and agricultural livelihoods early on. Timely and accurate monitoring enables evidence-based policy decisions to be made; acting in advance enables unwanted impacts on food security and nutrition to be avoided. Managing this crisis requires a targeted and concrete — yet holistic — approach focused on ensuring availability, and stabilizing access to food.

As the COVID-19 pandemic unfolds, many countries are adopting measures to control the spread of the virus. While the health aspects of the pandemic have not affected rural areas as much as urban centres, containment measures pose new challenges to rural women with regards to their roles in household food security, as agricultural producers, farm managers, processors, traders, wage workers and entrepreneurs. Across the world the COVID-19 crisis is compromising agri-enterprises’ ability to continue business as usual and, in some cases, is threatening the survival of some firms beyond the crisis, particularly small businesses comprised of farm enterprises, traders, food manufacturers, distributors and retailers across food chains. The brief highlights the critical role that these companies play in maintaining functioning food systems during the crisis. Recommendations target a mix of ministries, public institutions, food industry associations, local business service providers and chambers of commerce. As COVID-19 reaches a growing number of communities across Africa, governments’ efforts to contain the spread of the virus need to be accompanied by measures to minimize disruptions to the food system.
